The Immediate Response Mechanism (IRM) was activated in April 2020, and an amount of US$73.5 million was reallocated to the Contingent Emergency Response Component (CERC), supporting the COVID-19 response in the Health & 12/22/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) Social Protection sectors. An Additional Financing (AF) to replenish the CERC expenses was approved by the Board of Executive Directors of the World Bank on September 30, 2020, and became effective on March 29, 2021. Progress by components at MTR: Progress on Component 1.1 (Housing): Housing survey was completed and more than 200,000 households were surveyed. The selection of 15,000 beneficiaries, using vulnerability indicators was completed and the hiring of firms (NGOs) to implement the works has been completed in 2 of 4 districts. The reconstruction Manual (prepared by the client with the support of UH-Habitat) was approved, including by the RSA, and the related disbursement condition was lifted. GREPOC is implementing a communication strategy to address complaints and is working with local leaders to increase ownership and support from beneficiaries. Works are now expected to initiate by early 2023. Progress on Component 1.2 (Public Infrastructure): (i) vulnerability assessment and preparation of tender documents for 97 public buildings were completed in the provinces of Sofala and Cabo Delgado; (ii) preparation of detailed designs and the contracting of assistance and supervision for the rehabilitation works of the Ibo and Búzi piers is advanced, with the works expected to start in March 2023. Progress on Component 1.3 (Private Sector Recovery): the implementation of the Matching Grants Program is underway, following the launch of the Program at the end of January 2022. The Service Provider started its activities in Sofala province and the opening of offices in the city of Pemba is underway. The Matching Grants Evaluation Committee was also established. The service provider is currently evaluating 1,619 applications for the first window of Matching Grants covering the city of Beira and the districts of Dondo, Nhamatanda, and Búzi, the most affected by Cyclone Idai in Sofala Province. The selection of the first beneficiaries is completed and payments started in December 2022. Progress on Component 2 (Climate Resilience): The feasibility study for coastal protection in the city of Beira has been completed, and the request for proposals for contracting consultancy for the preparation of the detailed design, tender documents, and supervision of civil works is delayed. On the other hand, the preparation of the feasibility study, detailed design and tender documents, and supervision of urban drainage in the city of Beira are in progress (works are expected to start in June and August 2023, respectively). The Government has carried out a preliminary assessment of the impact of the coastal protection and drainage works. The results show that the drainage works could induce significant resettlement of the affected population. The expected impact of each work will be determined by the Resettlement Action Plan (RAP), whose terms of reference were under review by World Bank teams and co-financiers (Invest International and KfW). At the MTR, the Government reiterated its concern about the need to mobilize funding for resettlement activities. The Mission recommended that the Government could request the World Bank for authorizing the usage of project financing as soon as the results of the RAP are available by mid-2023. Component 3: The GREPOC and AIAS Implementation Units are fully operational. GREPOC has replaced the Project Coordinator. Component 4. CERC: The implementation of this component was completed in December 2021. In the Health Sector, all activities were completed back in June 2021, MISAU is expected to return to the CERRP Project, the amount of 3.5 million US dollars used in excess. Regarding the Social Protection Sector, until the end of December 2021, 214,361 beneficiaries were cumulatively paid out of the 273,664 new registered beneficiaries, of which 187,259 are women. Around 90,066 beneficiaries in the districts of Montepuez and the city of Pemba (Cabo Delgado), Chicualacula (Gaza), KaNyaca, Hlamanculo, Kamubucuane, KaMavota, KaMaxaqueni (Maputo City), Magude, Manhiça, Marracuene, Namaacha, Matutuine and Moamba (Maputo) province) received subsidies corresponding to 6 months. At least 55,956 beneficiaries in the districts of Montepuez (Cabo Delgado) Hlamanculo, Kamubucuane, KaMavota and KaMaxaqueni (City of Maputo) were paid using digital transfers by Vodacom Mpesa. Additionally, the number of registered beneficiaries reached 1,087,691 new beneficiaries, of which 669,341 are women, in the provinces of Cabo Delgado, Nampula, Niassa, Tete, Manica, Sofala, Inhambane, Gaza, Maputo City, and Maputo Province, Sofala, and Manica, against the previous 712,206 registered beneficiaries up to September 2021. Of the total amount disbursed in the order of US$53.59 million (100%), INAS has already completed the documentation of around USD 48 million (89.56%) and expects to complete it by the end of April when the documentation of the remaining US$5.6 million is completed by the service provider and the provincial delegations of INAS. PDO remains relevant and chiavable: At MTR the PDO remains relevant and can still be successfully achieved provided that the Government maintains focus on: (i) completing the contracting of Non-Governmental Organizations (NGOs) to support the families in the housing recovery process in Component 1, ensuring scrupulous compliance with environmental and social safeguards, with emphasis on dealing with complaints throughout the now fully operational GRM; (ii) fast and high-quality contracting and execution of detailed studies still pending completion in Component 2; and (iii) adopt a flexible strategy for a progressive implementation of the drainage and coastal protection works as the payments of compensations and replacement of improvements are completed on the areas subject to resettlement.
