Implementation Status and Key Decisions
The project has been effective since June 2021. Overall, there has been limited progress towards achieving all project development objectives and
results indicators. Operational planning of activities is slower that expected with total project disbursement level remaining very low at 8.4%. This is
partly due to the late preparation of a roadmap for the implementation of component 1 in the context of limited institutional stability and coordination
as well as delays in the adoption of key regulations.
Despite limited overall progress, the project has achieved several important milestones and results, including:
- Under Component 1, Creation of a Consolidated and Interoperable Identity Management System (relating to the management of the identity
system): Positive progress on the institutional side has been achieved, namely the creation and continued operationalization of the CNECI and the
elaboration of an operation project roadmap. Several actions have been identified to expand systematic and retroactive birth registration and
attribute the unique identity number progressively.

- Under Component 2, Digital and Mobile Government Services (relating to the transformation of public services): There are several notable
achievements realized including : digitization of a number of key government services (including the vaccination platform VAKSINY and the
business registration platform ORINASA.mg), the roll-out of an interoperability platform integrating 6 government services and information systems,
and the publication of government service portal.
