At the system level, the institutional framework to support the implementation of the National Skills Development Strategy (NSDS) and institutional strengthening has made significant progress including: (a) the establishment and operationalization of the Skills Development Fund (SDF) through which short programs have been provided to 26,946 trainees (48.7 females); (b) establishment of six Sector Skills Councils (SSCs) for the six priority sectors by the Tanzania Private Sector Fund (TPSF); (c) quality assurance of skills training programs which has led to certification of 135 programs by the National Council for Technical Education (NACTE); and (d) establishment of the Skills Management Information System (SMIS). At the service delivery level, rehabilitation of 10 Vocational Technical Colleges (VTCs) and 40 Folk Development Centers (FDCs) has been completed which has enabled improved learning environments for 28,548 trainees. Dialogue with government continues to ensure sustainability of reforms introduced by ESPJ.
