No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The proposed restructuring of the “Education Emergency Response to COVID-19” Project responds to a request from the Government of Djibouti, received by the Bank on 5 December 2021. The restructuring proposes to extend the closing date of the grant (TF0B4773) from December 31, 2021 to June 30, 2022. This would be the first restructuring of the Project. 2. The Project was approved by the Regional Vice President for the Middle East and North Africa Region for a grant of US$ 3.36 million from the Global Partnership for Education (GPE) on December 17, 2020. The Project became effective on January 26, 2021. 3. The development objectives of the project (PDO) are a) to expand access and improve the quality of distance learning and b) to strengthen the resilience of the education system to deal with COVID-19 and other crises. The pace of execution, disbursement and achievement of results is satisfactory. The Project is on track to reach the PDO and achieve the planned results. To date, over 12,500 students have received school kits and over 79,000 students have benefited from distance learning programs. 4. The pace of Project implementation has picked up in 2021 and the majority of activities have been completed or are underway. A summary of progress by component is as follows: Component 1: Improving the access to and quality of remote learning. Activities to support learning continuity and the development and broadcast of content and lessons for TV, radios, the Ministry’s e-learning platform as well as the printing, distribution and purchase of learning materials for vulnerable children have been completed. Support to the professional development of teachers, pedagogical advisors, and inspectors in diverse remote learning approaches has been delayed due to difficulties in recruiting relevant technical assistance and will get underway in early 2022, thus requiring an extension. Component 2: Supporting healthy and safe re-opening of schools. This component is almost fully completed and has helped sustain student enrolment and retention. Key activities completed to date include the rehabilitation of latrines and improvement of WASH infrastructure, communication campaigns on prevention of COVID-19 transmission and back-to-school and distribution of school kits to students, including refugee students. School feeding activities are nearing completion while support to psycho-social support programs requires an extension to be delivered. The World Bank Education Emergency Response to COVID-19 (P174128) Component 3: Strengthening resilience of the education sector to respond to emergencies. A number of activities relating to building the long-term capacity and resilience of the sector in use of digital learning have experienced some delay. The procurement of tablets and learning materials for students, equipping and rehabilitation of pedagogical studios and internet connectivity of targeted schools in disadvantaged areas are moving forward and require additional months to complete. A no cost extension of six months is being sought to fully implement all planned activities and to maximize their integration and sustainability within the wider system. An extension will enable all activities to be completed and further embedded in the system to strengthen resilience at time when COVID-19 remains a risk and Djibouti continues to be prone to other crises. 5. The Environmental and Social Framework (ESMF), the Labor Management Procedures (LMP) and the updated Stakeholder Engagement Plan (SEP) were approved by the Bank and disclosed on MENFOP's and the Bank's websites on 28 March 2021 and 13 May 2021, respectively. Since May 2021, the Project Management Unit (PMU) has increased the E&S capacity of its team. The PMU has set up a supervision system, with trained supervision control teams that check the implementation of measures using an E&S checklist, as well as WhatsApp groups between contractors and MENFOP designed to quickly respond to queries and share best practices. These same tools and platforms are in use for the supervision of the civil works under this project. During a mission to Djibouti in November 2021, the Environmental and Social team recorded significant progress in E&S compliance. Main achievements include ESM plans in place at civil works sites and approval by the Minister in November 2021 of the protocol against all forms of violence (including sexual violence). 6. The team confirms that the requirements of the World Bank investment project financing policy regarding closing dates are met, in particular: (i) project objectives continue to be achievable; (ii) progress in terms of PDO and progress in implementation is satisfactory; (iii) there are no pending interim financial audits or reports. The GPE has also authorized this extension on 20 December 2021. II. DESCRIPTION OF PROPOSED CHANGES 7. The objectives of this Level 2 Restructuring are: (i) to extend the closing date of the Project by 6 months, from December 31, 2021 to June 30, 2022, (ii) to revise disbursements based on latest state of execution, and (iii) to revise end date targets under the Results Framework. 8. Extension of the Closing Date: The proposed extension will allow the Ministry of National Education and Professional Training (MENFOP) to complete all remaining activities. These include internet connection of 15 schools in disadvantaged areas, rehabilitation of studios for production of education and distance learning content, psychosocial activities in schools and technical assistance to improve the quality of distance learning.
