All components of the project are progressing well and on track to fulfil the project outcome indicators. Overall, the risks facing the project and its attainment of its objectives are manageable, and the overall risk for the project is rated Moderate. There were no major changes introduced to the project at MTR, with the exception of minor modifications to project indicators.  Progress of works: The E-60 Highway Section from Zemo Osiauri to Chumateleti Lot2 (Km 7+700-Km14+060) civil works contract was signed in December 2020, and works have commenced on March 1, 2021. The contract is progressing well but faced delays due to the impact of the second wave of COVID-19, and unforeseen geotechnical challenges. On the F1 section (Upgrading of Chumateleti-Khevi Section of E-60 Highway) progress was achieved following a prolonged period of delays. This contract again faced delays due to several factors including the impact of COVID-19 The Georgia Roads Department and the Ministry of Regional Development and Infrastructure are exerting effort to ensure the contract is completed before end of 2023. Overall, 58 complaints were received and processed through the life of the project. All but three most recent ones have been successfully addressed. Complaints are both individual and collective, and are mostly related to monitoring of dust, request for construction of underpasses, compensation or land acquisition, relocation of water pipes, and most recently – a case related to relocation of a kindergarten. The Bank team is providing additional technical support to the RD Comments: to implement a GRM Strengthening Action Plan, approved in April 2020. As part of this plan, RD has prepared a consolidated GRM log, improved its system for classifying and referring grievances, and is in the process of developing an electronic database that will further facilitate the recording and reporting of grievances and their status.
