As part of this strategy, it was agreed that pilot cartography and general cartography would be prioritized with the aim of completing them by May 2023, before the hot season.  Component 1 (Upgrading the physical infrastructure and equipment of the Statistics Office):The Bidding document (DAO) is due to be published on May 2023 and works is expected to start by early September 2023. 12/22/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Economic Management and Statistics Development for Policy Making (P171777)  Component 1 (Strengthening capacity of the National Statistics Office): A clear and pragmatic strategy has been put in place to start the census as soon as possible. As part of this strategy, it was agreed that the pilot cartography and general cartography would be prioritized with the aim of completing them by May 2023, before the hot season.  Component 2 ( Subcomponent Debt management) : UNCTAD technical assistance for the upgrading and maintenance of the IT system of the debt management department has started is November 2022. Three IT specialists from the Directorate of Debt and the Budget Directorate went for training on the Sygade software at UNCTAD in November 2022. The installation of the software by UNCTAD is planned for the beginning of 2023. The Oracle software to host the system Sygade is being purchased. Similarly, the consultant responsible for the permanent secretariat of the CNEP has begun its work and produced a first report  Component 2 (Subcomponent macroeconomic modeling): The reimbursable technical assistance contract between the Government of Djibouti and AFRISTAT was signed on October 10, 2022. Technical assistance for the development of a macroeconomic forecasting model and the timely production and publication of regular economic statistics is scheduled to start in December 2022.  Component 2 (Subcomponent budget preparation and investment planning): The inception mission to define the objectives and draw up a roadmap for the establishment of a medium-term budgetary framework took place from November 13 to 17, 2022. The inception mission identified the strengths and points for improvement and propose an action plan and a road map for the establishment of a new, more complete, more reliable and multiannual medium-term budgetary framework. The inception mission took the opportunity of the finalization of the 2023 finance law to assist the Budget Department in the preparation of a draft CBMT 2023-2025  Component 2 : Two websites from the Department of Economy and Planning, the Public Debt Department are fully operational. The Budget Department website is completed but not yet operational. Citizen engagement : As for citizen engagement, the team has consulted with a number of entities who are key users of official statistics and observed a strong demand for improving the statistical landscape in Djibouti. Notably, the ministry of women have expressed an urgent need for improved gender statistics in the country. The ministry of health have equally expressed a strong desire for better and more regular health data. The team had also the opportunity to engage with members of civil society and academia who all saw the improvement in data landscape in the country as a key development objective. The team will continue to engage with users of statistics on whether the reform that is currently taking place meets their expectations and policy/advocacy needs.
