No Strictly Confidential The World Bank Sindh Early Learning Enhancement through Classroom Transformation (P172834) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Background 1. The Sindh Early Learning Enhancement through Classroom Transformation (SELECT) project (the “Project) was approved on July 29, 2021 and became effective on August 11, 2021. It comprises an International Development Agency (IDA) Credit of US$100 million and a Global Partnership for Education (GPE) Education Sector Plan Implementation Grant (ESPIG) for US$29.9875 million. In addition, the Government of Sindh (GoS) applied for a GPE Multiplier Grant (MG) of US$24.775 million, which was approved on July 14, 2021 and due to its proximity to the Board approval date constituted a financing gap. The Bank therefore appraised the Project with a total cost of US$154.7625 million in anticipation of a decision of the GPE on the MG. During the Project Negotiations, the Bank agreed and planned with the GoS, and the Government of Pakistan (GoP), to formally incorporate the MG into the main Project shortly upon approval through a simple restructuring. The Project closing date is April 30, 2026. 2. The Project Development Objective (PDO) is to improve reading skills of early grade primary students and increase student retention in primary schools in selected districts. 3. The Project consists of four components and, with the anticipated inclusion of the MG, the following financing: a. Component 1: Transforming teaching practices in the early grades—US$16.9875 million: Input-based Financing (IBF) US$3 million (ESPIG); PBC US$9.9875 million (ESPIG); and PBC US$4 million (MG) b. Component 2: Developing an effective and safe learning environment—US$116.775 million: IBF US$100 million (IDA) and IBF US$16.775 million (MG) c. Component 3: Improving system capacity for better school leadership and management support— US$16.5 million: IBF US$3 million (ESPIG); PBC US$10 million (ESPIG); PBC US$3.5 million (MG) d. Component 4: Monitoring and evaluation and project management—US$4.5 million: IBF US$4 million (ESPIG) and IBF US$0.5 million (MG) B. Project Status 4. The Project is in the early implementation phase, focusing on establishing initial project systems, initiating staff hiring, and fine-tuning overall implementation and annual plans and budgeting. Field-level implementation activities are yet to commence, as the School Education and Literacy Department (SELD) is currently focusing on establishing the Project management and implementation unit (PMIU) within its Reform Support Unit (RSU), getting established on the Bank’s procurement, financial management, and disbursement systems, and making necessary preparations for accessing its first installment of Project financing. The Project is still in the process of opening Designated Accounts. Consequently, the Project has not yet had any Strictly Confidential The World Bank Sindh Early Learning Enhancement through Classroom Transformation (P172834) disbursements or achieved any substantive Project results, as reflected in the documentation herein for this proposed Project restructuring. The Project’s first official implementation support and supervision mission is planned for December 2021. 5. Personnel changes in the GoS resulted in delayed progress on early Project initiation activities. In addition, COVID-related workplace restrictions have resulted in further delays going forward. However, the Project is being prioritized by the new management in the SELD, who has assigned some temporary and two permanent departmental staff to provide the RSU with initial fiduciary support for implementation and critical procurements until PMIU staff are hired. 6. After initial delays, noteworthy progress has taken place on key implementation arrangements. This includes (i) the notification of the Project Steering Committee (PSC); (ii) initiation of the process for opening of DAs, including the notification of authorized signatories and liaison officers; (iii) initiation of the process for hiring of key staff at the RSU; (iv) notification of the Project Procurement Committee; (v) notification of Technical Working Groups for each of the four project components; (vi) update of the Project Operations Manual (POM); (vii) updates to the Environmental and Social Safeguards documents; and (viii) the appointment of the Project Coordinator and Deputy Project Coordinator in the PMIU. 7. The preparation of the Environmental and Social Management Framework (ESMF) was due to be completed within 12 weeks of Project effectiveness. The Social Management Framework under the ESMF will include the Labor Management Plan, the Gender Action Plan, and the Sexual Abuse and Exploitation/ Sexual Harassment Action Plan. Hiring of PMIU E&S consultants is also underway, and the recently fielded mission requested and was recently informed of the assignment of a focal person for E&S until the onboarding of PMIU staff. The mission also agreed that the RSU team will ensure more efficient and full functionality of the existing grievance redress management (GRM) system before the initiation of the first procurement activity under the Project. 8. There is no change in the risk ratings for the Project set out in the PAD. The Macroeconomic, Institutional Capacity and Fiduciary assessments and risk ratings continue to remain Substantial. As referenced in more detail in the PAD, to mitigate Institutional Capacity and Fiduciary risks, the SELD leadership has sped up and recently completed appointment of the Project Coordinator and Deputy Project Coordinator, and the Bank team has been actively providing technical and operational support to the RSU and newly appointed Project personnel by delivering several inception clinics on procurement and financial management and reviewing and providing feedback on related Project initiation documents. The Local Education Group (LEG) members, Coordinating Agency (CA) and the Bank team are also collaborating on joint dialogues with SELD to organize the Joint Education Sector Review (JESR) to periodically monitor implementation progress, as discussed in the last LEG meeting on October 14, 2021. C. Rationale for Restructuring 9. The restructuring is primarily required for the inclusion of the Multiplier Grant (MG). Due to the financing gap in the appraised and negotiated Project, and as anticipated and planned during Project Negotiations, a Level-2 Restructuring is required to incorporate the newly approved GPE-funded MG Strictly Confidential The World Bank Sindh Early Learning Enhancement through Classroom Transformation (P172834) (US$24.775 million) into the operation. The restructuring entails no changes in the Project design; however, the results framework and performance-based conditions (PBC) Matrix are modified and expanded in light of the inclusion of two new districts into the project scope. The revised effectiveness date for the MG is December 1, 2021. 10. The restructuring will also add a Climate Co-Benefits (CCBs) indicator. The CCB rating at the time of appraisal was assessed at 10 percent. However, after incorporating guidance from the World Bank CCB Team, regarding the Project’s climate adaptation and mitigation measures, the Board-stage CCB rating was determined to be 20 percent. As such, the Project is now required to incorporate, track, and report on results for a climate-responsive indicator. 11. To accommodate the above-mentioned developments, the GoS and GoP have requested a Level 2 restructuring on October 11, 2021 (Letter No. 8(24)WB-111/20) to incorporate the GPE MG funds, activities, results, and PBCs into the Project legal documentation. II. DESCRIPTION OF PROPOSED CHANGES 12. This paper seeks the approval of a Level 2 restructuring to add the MG Grant of US$24,775,000 from the GPE under the Project. The MG funds will enhance certain high priority PBC incentive values and cover the additional project management, technical assistance, and evaluation costs related to inclusion of the two new districts being added under the MG. 13. The proposed restructuring does not lead to any change in the PDO, implementation and fiduciary arrangement and program safeguards. However, it does require a change in the results framework, PBC Matrix, and disbursement table. Some of the PDO indicators, intermediate indicators, and PBCs will be changed to reflect the additional MG funding and activities in the two additional districts. These changes will be formally reflected and recorded in an updated version of the Project Operations Manual (POM), with prior written agreement of the World Bank, as stipulated in the Project Agreement, as well as being presented below in this restructuring paper. The proposed changes to component costs and disbursement categories, and the rationales, are outlined below:  Component 1: Transforming teaching practices in the early grades: US$4,000,000 in results-based financing is being added to the original component cost as an additional funding for PBCs 1 and 2. The new MG funding is aimed at enhancing the respective PBC incentive values for (i) improved 3rd grade student reading skills in supported schools as measured by EGRA; and (ii) increase in girls’ transition rates from grade 5 to 6 in supported districts, especially in light of the addition of the two new Project districts. In terms of disbursement categories, as indicated in Table 1, this means “Part 2” (Component 2) is being added to Category 1 in this restructuring. The new total for the combined IDA and MG funding for Component 2 will be US$116,775,000.  Component 3: Improving system capacity for better school leadership and management support: US$3,500,000 in results-based financing is being added to the original component cost as an additional funding for PBC 5. The new MG funding is being used to enhance respective PBC incentive values for rolling out of the student attendance redress system, especially in light of the addition of the two new Project districts. In terms of disbursement categories, as indicated in Table 1, this additional MG amount for “Part 3(a)(B)” (under Component 3) is being added to Category 2 in this restructuring. The new total for the combined ESPIG and MG funding for Component 3 will be US$16,500,000.  Component 4: Monitoring and evaluation and project management: US$500,000 in IBF is being added to the original component cost to cover the additional Project management, technical assistance, and evaluation costs for the two new additional districts being added under the MG. In terms of disbursement categories, as indicated in Table 1, this additional MG amount for “Part 4” (Component 4) is being added to Category 1 in this restructuring. The new total for the combined ESPIG and MG funding for Component 4 will be US$4,500,000.  New, Third Designated Account: A new, third designated account is being established by the GoS under the Project for the purpose of receiving and managing the MG funds. The Disbursement and Financial Information Letter (DFIL) for the Project’s grant funding has been updated to reflect this change, and the respective Interim Financial Report (IFR) has been updated accordingly.  Climate Indicator: In line with the Project’s Board-level CCB assessment of 20 percent, the Project will introduce a new indicator for a climate-related pilot to track and capture important lessons and process evaluation information from the climate-responsive school upgradation approaches under Component 2. The new indicator will track piloting of a climate-responsive minimum criterion in the planned upgradation of selected schools, eventually covering all 12 districts.
