No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES A. Project Implementation Status 1. The Senegal Quality and Equity of Basic Education Project (P133333) was approved on June 13, 2013 and became effective on February 10, 2014. The Project was originally financed by four separate sources totaling US$69.7 million, comprised of an: International Development Association (IDA) credit (IDA-52750-US$20 million equivalent); a Global Partnership for Education (GPE) grant of US$46.9 million (Trust Fund (TF)-15285 in the amount of US$40 million which closed in September 2017, a TF-15232 in the amount of US$6.9 million which closed in May 2018); and the Education Sector Capacity Building TF Grant (TF-15311 in the amount of US$2.5 million which closed in August 2017) from the Canadian International Development Agency (CIDA). An Additional Financing (AF) was approved on May 18, 2018 in response to the Government of Senegal’s request to scale up activities under the original Project and to pilot new ways to implement some of the existing activities to maximize results and improve the sustainability of some interventions launched under the original Project. The AF was financed by an IDA credit in the amount of US$60 million equivalent and an Umbrella Facility for Gender Equality (UFGE) Multi-Donor Trust Fund in the amount of US$6.9 million with a closing date of December 31, 2021. The total project costs is US$133.21 million equivalent, of which, US$101.92 million equivalent has been disbursed (or approximately 79 percent of the Project’s total funding envelope). 2. Implementation of the Project has been steadily progressing with consistent ratings of Moderately Satisfactory for progress toward the Project Development Objective (PDO) and overall implementation progress (IP). To date, six of the seven PDO indicators are on track to achieve their respective end-of-Project targets. The performance-based conditions (PBCs) targets are also on track to be fully achieved with full disbursement of the financial resources linked to these PBCs. Despite these significant results, the COVID-19 pandemic delayed implementation of some activities due to the need to adhere to the closing of schools for six months in 2020, the social distancing protocols, and limitations on travel. These pandemic related delays make it unlikely that some activities will be implemented by the Project’s current closing date of December 31, 2021. As a result of these challenges, the Ministry of Education has requested that the Project’s closing date be extended from December 31, 2021 to June 30, 2022 to ensure Project- supported activities can be implemented. This extension will allow the Project to: (i) partially complete the LINEQs construction; (ii) complete the rehabilitation of the Diourbel center of excellence; (iii) complete the procurement of the LINEQ equipment; and (iv) finalize the process for the establishment of the distance learning activities. In addition, this extension will make it possible to finalize all activities related to the promotion of gender. B. Rationale for the Restructuring 3. The PDO remains: (i) highly relevant and strongly aligned with the Government’s priorities for the education sector; and (ii) achievable if additional time is granted to ensure all project-supported activities are completely implemented and that all project resources are fully disbursed. The proposed restructuring includes the following key changes: (i) a 6-month extension of the Project’s closing date from December 31, 2021 to June 30, 2022; and (ii) a minor adjustment of the Project’s Results Framework (RF) to ensure proper alignment between each indicator’s target date and the new closing date of the Project. There are no proposed changes to PDO or safeguard category under the Project. 5. Project closing date extension. In order to ensure completion of activities and the achievement of the PDO, a 6- month extension for both AF IDA-62520 and UFGE TF0B5169—from December 31, 2021 to June 30, 2022—is proposed. The additional time will also allow the Project to effectively implement outstanding activities and to fully disburse the remaining project funds in the amount of US$27.12 million equivalent based on the detailed action plan provided by the Ministry of Education. 6. Project’s Results Framework. While the indicators, baselines, and end-of-Project targets will remain unchanged, the proposed restructuring includes a slight adjustment to the RF in order to ensure proper alignment between each indicator’s target achievement date and the new closing date of the Project (June 30, 2022). Please note that the Results Framework table sourced from the portal highlights that all indicators were revised since the end target date for their achievement was updated to coincide with the new closing date of the Project. C. Legal and Fiduciary Compliance 7. Project implementation is progressing in accordance with the standards set forth in the Project’s Financing Agreement and Grant Agreements, and implementation entities are compliant with the World Bank’s financial management (FM) requirements. There are no outstanding audit reports or interim financial reports and no major irregularities have been found. The latest financial audit—covering the period ending on December 31, 2020—was issued on June 30, 2021. The findings from this audit were of unqualified opinion as project resources have been used judiciously and for their intended purpose. III.
