Implementation Status and Key Decisions
Effectiveness and Legal Covenants. The Project became effective on June 3, 2021 and legal covenants are complied with. The Project
Operations Manual (POM) was approved by the Bank on June 11, 2021. The project is financed by a Grant under the State and Peacebuilding
Fund (SPF).
Progress. The project activities are currently executed with Government funds and reached 60 percent of the original targets. The Government
informed the Bank of its intention to increase the SPF Grant financing allocation to the Monthly Cash Benefits for Hosting Families program while
decreasing the Grant allocation to Cash Benefits to Displaced People program which is mostly financed by the Government own budget and other
donors. The revised budget allocation of the project was approved by the Cabinet through Government Decision on November 18, 2021. The
project is expected to start disbursing in the first half of December 2021 according to the revised budget, including reimbursements for the eligible
expenditure after December 21, 2020. The project original targets will be adjusted accordingly, to correspond to the revised project financing
allocation across programs.

Overall Comments RE
The monitoring system is functioning relatively well, but several indicators and targets need to be revised through restructuring.
The main reason for the need to change the targets is the budget reallocation initiated by the government in September (approved by the
Cabinet in November 2021). The project development indicators need to be revised for reasons outside of project control (the survey
collecting them was implemented by humanitarian agencies, and the data collection instruments were changed) or to improve clarity. It is
expected that a restructuring letter will be submitted by the government in November 2021, and the the gaps in the results framework will be
addressed subsequently.
