No iii The World Bank Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (P159870) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. This restructuring paper seeks approval for a level two restructuring of the Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (the Project). The changes proposed include: (a) adjusting project activities and costs; and (b) updating the Project targets for some indicators. This is the first restructuring for the Project per the formal request of Zhejiang Provincial Project Management Office. These changes do not affect the content of the Loan Agreement (LA) and the Project Agreement. A. PROJECT STATUS 2. Background. The US$150 million loan for the Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project was approved by the Board on June 6, 2018 and became effective on November 26, 2018. The Project Development Objective (PDO) is to strengthen integrated pollution and watershed management and increase access to improved water supply in selected landscapes in support of Zhejiang’s program for the protection of Qiandao Lake and Xin’an River Basin. The Project comprises three components: (a) Landscape Management Improvement; (b) Water Resources Management Improvement; and (c) Institutional Capacity Building, Monitoring and Project Management. In cooperation with The Nature Conservancy (TNC), a payment for environmental services (PES) has been piloted in parallel to the Project. Implementation Status. The Project has made significant progress in reducing water pollution loads and in restoring the ecosystems of the Xin’an River and the Qiandao Lake basin. The physical activities progress reached more than 60 percent of the PAD targets. The integrated watershed management approach has been implemented through low-pollution farming, ecologically friendly river restoration, rehabilitation of degraded forests, increased water supply to rural communities, and the development of integrated basin water and environment quality monitoring systems. Disbursement from the loan as of September 15, 2022, was US$74.20 million with the disbursement rate as 49.5 percent. 108 Bank financed contracts with a total contract amount of RMB 621.13million (US$ 95.56 million equivalent) were procured and implemented. Implementation Progress and the likelihood of achieving the PDO have been rated satisfactory since the loan became effective. The Project is in compliance with legal covenants, as well as Bank fiduciary and safeguards policies. There are no outstanding audit reports and no significant issues have been identified by the auditors. A GRM is effectively implemented with the established mechanisms and enhanced capacity building. The overall risk to achieving the PDO is rated Moderate. The status of implementation of the three components is summarized below. 3. Component 1: Landscape Management Improvement (Total Cost: US$106.66 million, of which IBRD US$86.02 million). This component comprises the following key activities: (a) climate smart agriculture (CSA); (b) livestock waste management (LWM); (c) forest ecosystem protection; and (d) pilot wetland management. Comprehensive control measures have been adopted to reduce the agricultural non-point source (NPS) pollution in the Qiandao Lake basin. The efficiency of fertilizer application has been improved, as a result of the application of 91,278 tons of organic fertilizer and 11,854 tons of formula fertilizer in the project area respectively, accounted for over 64.5 percent and 49 percent of the end targets. Solar trap lamps and yellow sticky traps were used as effective physical and biological pest prevention and control measures in the project crop sites. About 60 percent of small-scale farmers have participated in the Project and have adopted the Integrated Pest Management (IPM) approach, and many organic and green agricultural products have been produced under the Project. Livestock waste management (LWM) practices have been introduced and have reduced 2 The World Bank Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (P159870) pollution discharge and methane emissions. About 5,800 ha of degraded and damaged forests have been rehabilitated and reforested, resulting in a mixed forest structure and mainstreaming of biodiversity for ecological resilience. 4. Component 2: Water Resources Management Improvement (Total Cost: US$160.09 million, of which IBRD US$54.36 million). This component finances: (a) wastewater management; (b) watercourse improvement; and (c) potable water supplies in rural areas. There has been good progress in rural water supply activities. Over 70 percent of the sub- projects for rural water supply have been completed and have enabled over 200,000 local residents to access portable water. The two remaining pipeline sub-projects are under construction with over 60 percent of the work completed. Over 200 km of riverbanks has been rehabilitated and 85 overflow weirs have been upgraded. Nature-Based Solution (NbS) practices have been introduced in the Project areas for the rehabilitation of river embankments and overflow weir sub- projects to help stabilize the riverbanks with natural materials, reduce non-point source discharges, and mitigate the risks of flooding and river sedimentation. The Shouchang Wastewater Treatment Plant has been expanded using counterpart funds to increase its treatment capacity and improve its operational efficiency. 5. Component 3: Institutional Capacity Building, Monitoring and Project Management (Total Cost: US$10.19 million, of which IBRD US$9.25 million). This component supports: (a) technical assistance, training and research; and (b) a Monitoring and Evaluation (M&E) System. The training program has made good progress: more than 6,500 person- days of trainings were organized for local PMOs, PIU staff, and local residents on non-point source pollution and forest management, procurement, financial management and disbursement. The Project has promoted dialogue and interprovincial collaboration through workshops/meetings between Anhui (the upstream province) and Zhejiang (the downstream province), facilitating knowledge sharing, including lessons learned. A technical expert team has been set up at the provincial level to provide technical support to the Project Management Offices (PMOs) and the Project Implementation Units (PIUs) on project implementation. The Project M&E system has been set up, after initial delays. 6. In parallel to the Project, TNC is supporting a Payment for Environmental Services (PES) pilot, and a Qiandao Lake Water Fund (WF) has been established and operationalized in selected project areas. The WF has carried out several activities to promote the efficiency of low impact agriculture in selected upper streams of watersheds, especially in non- point source pollution control for farming activities, and the development of a platform to track and monitor technical interventions such as organic fertilizer application and the efficient use of funds. B. RATIONALE FOR RESTRUCTURING 7. The proposed restructuring will accommodate changes in related government policies and the strategy for rural water services to provide quality drinking water to local communities, as well as to enhance the development impacts on landscape and water resources management improvement through the optimal use of loan savings of around US$28 million; these savings were mainly generated through the Project’s competitive bidding processes. These changes informed enhancement activities for rural water services and rehabilitation of degraded monocultural forests in Jiande County and research on green development (detailed in Section II), which were proposed during the September 2021 mid- term review (MTR), will contribute to scaling up the innovative integrated watershed management approach and best practices under the Project. 3 The World Bank Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (P159870) 8. The proposed restructuring is in line with the World Bank Group’s China Country Partnership Framework (CPF, FY 2020–2025, Report No. 117875-CN) and reflects the national and provincial government priorities for the protection of the Qiandao Lake and the Xin’an River basin, focusing on improving rural livelihoods, enhancing ecological resilience, and promoting sustainable natural resources management. It is expected to not only enhance the Project’s developmental impacts, but also contribute to global public goods through pollution reduction, knowledge sharing of best practices in integrated landscape pollution control and ecosystem protection, as well as to enhance climate change co-benefits. II. DESCRIPTION OF PROPOSED CHANGES 9. Project Components and costs. Changes to the Project components are summarized below. 10. Component 1. Landscape Management Improvement. Jiande County will expand the rehabilitation of 670 ha of degraded monocultural forests to restore the degraded monoculture plantations and transfer them to mixed forest stand structure with diversified species as a scale up of the best practice of landscape forest ecosystem restoration. It will improve the forest structure, further strengthen the stability of the forest ecosystem function, reduce soil erosion and flood risks, enrich biodiversity for improving ecological functions and river basin ecosystem resilience, as well as increase carbon sequestration. 11. Component 2: Water Resources Management Improvement. Changes include: (a) expansion of rural water services in Jiande County, consisting of the upgrade of four rural water networks and a water pump station, development of a GIS system for integrated rural and urban water supply management, and the construction of pipeline network; and (b) renovation of three field access bridges in selected water courses in townships in Jiande that will be financed by counterpart funds. 12. Activity (a) aims to address the concerns of remote alpine residents on their unsafe water supply due to the lack of stable water sources, poor water quality and low efficiency of water resources management. It will contribute directly to the PDO target ‘People provided with access to improved water sources and the Intermediate Outcome of ‘delivery capacity of safe water supply” and ‘new piped household connections’. Water leakage is predicted to decrease from 30 percent to 10 percent, saving 4,050 tons of water per day through improved water services and efficiency management. The reduction in carbon dioxide emissions is projected to be 1,345 tons a year. Activity (b) aims to improve the livelihoods of local communities through improved resilience to flood risks and transportation. 13. Component 3: Institutional Capacity Building, Monitoring and Project Management. This component will now also support research programs on: (a) biological control of pine wood nematode that is endemic in Qiandao Lake and the Xin’an River Basin; and (b) quantification of Gross Ecosystem Product (GEP) for the realization of the value of ecological products. 4 The World Bank Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (P159870) 14. The pine wood nematode endemic area is spread across 19 provinces1 in China over last decade with limited physical control measures; this outbreak of the pest has also impacted the Project counties. The proposed study aims to bring international knowledge on a combination of biological, physical, and chemical control measures to explore localized solutions for pest control and disseminate their effective intervention to other areas affected by the nematode in China. The GEP research aims to bring international best practices, including relevant Bank analytical work on GEP evaluation, and develop tailored typology and methodology, quantify the ecological value achieved, and support a low carbon and green development approach. 15. Components costs. Component costs and financing are proposed to be updated to reflect the savings and the additional activities indicated above. The current and revised component costs are shown in Section IV: Detailed Changes. The clients demonstrate fully commitments to the Project and will provide the required counterpart funds for the on- going and new added activities. 16. Changes to Disbursement Estimates. The disbursement projection for the Bank loan will be revised as shown in Section IV: Detailed Changes based on disbursements to date and disbursement estimates for the remainder of the Project. 17. Changes to the Results Framework. The changes to project activities will contribute mainly to the improvement of clean water supply to the local communities, water use efficiency and forest ecosystem improvement. The changes to the results framework are summarized in Table 1 as follows and shown in Section IV: Detailed Changes, including (a) change to the end target of an outcome indicator; and (b) changes to end targets of four intermediate results indicators (IO). These have been agreed with the Zhenjiang Project Management Office and will be incorporated in the Project Implementation Plan upon approval of this restructuring. Economic Analysis. Cost effectiveness analysis was applied (as at project appraisal) to select the least cost option (covering both investment and operational costs) from the various technical alternatives to achieve the intended results. 19. Technical Analysis. The forest protection activity adopts the mixed structural planting and enrichment forest management models developed under the Project, and the Bank has confirmed that the feasibility study for the development of the water supply facility is acceptable. The Bank has assessed the updated implementation schedule for the ongoing and extended activities prepared by the PPMO, which confirmed that all activities under the Project can be completed by the end of the Project closure (detailed in annex). The clients have demonstrated their commitments to complete project activities, achieve the PDO by the Project closing date in their formal request. To ensure implementation readiness, the construction drawings and bidding documents are being prepared with an aim to start the bidding process in October and award the new contracts by 2022. 20. Social Analysis. The implementation of the Project resettlement action plan (RAP) is in line with Bank policies and government regulations. Resettlement implementation has been transparent and is regularly monitored by the external monitor and is supervised by the Bank. Extensive consultations were carried out during investigation, compensation, and restoration. 21. A supplementary RAP was prepared for the proposed scale up activities in Jiande, by adopting the same approach as the original RAP, including survey results, institutional arrangement, compensation package and timelines. As per the updated RAP, 4.4 hectares of collective hilly land will be temporarily occupied for water supply pipeline installation and will affect 251 rural families with 965 persons, who will be all covered by the compensation program. According to the schedule, the application for land use will be submitted for municipal approval soon after the restructuring with expected approval in a month. The time required for the land acquisition process has been considered into the implementation plan for the related works which will be completed against the implementation schedule as attached. Due diligence reviews were also conducted to linked activities including construction or upgrades of four pumping stations and two elevated water tanks. The clients have demonstrated strong capacity for implementation and has confirmed that these linked activities will be constructed and completed along with the activities under the Project with adequate counterpart funding arrangement, which has been approved by the local government. The Bank has confirmed that the supplementary RAP 6 The World Bank Zhejiang Qiandao Lake and Xin'an River Basin Water Resources and Ecological Environment Protection Project (P159870) complies with the requirements of the government and Bank OP 4.12 on Involuntary Resettlement. The supplementary RAP was disclosed on the government websites and the Bank website on July 15, 2022, and July 26, 2022, respectively. 22. Environmental Analysis. The Project has been in compliance with Bank environmental safeguard policies. The external environmental monitoring entity reported that the Environmental and Social Management Plan (ESMP) is being implemented and mitigation measures have been taken timely and adequately. Bank implementation support missions have confirmed that ESMP implementation is satisfactory. 23. The Project is classified as Category B. The proposed scale up activities will not change the category of the Project, given the small scale and nature of the activities which are all within the original project scope and context. A supplementary Environmental Impact Assessment (EIA/ESMP) was prepared for the newly proposed activities in accordance with the applicable Chinese laws and regulations, and the World Bank safeguard policies. The anticipated adverse impacts resulting from the proposed new activities are assessed to be limited, temporary, short term and site specific, as they are caused by small scale construction activities. Potential adverse environmental impacts at construction include general construction nuisance and dust, solid waste discharge and potential impacts at operation stage are the noise of the pumping station operation. The impact for the land occupation is limited and temporary. These activities will not lead to any changes in the current assessment of environmental and social risks, which remain moderate. The supplementary EIA/ESMP in Chinese was disclosed on the websites of the local government authorities and in the project areas on July 19, 2022, and the EIA/ESMP in English was disclosed on the World Bank website on July 26, 2022.
