No Page 2 of 38 The World Bank Skills Strengthening for Industrial Value Enhancement Operation (P156867) I. PROGRAM STATUS AND RATIONALE FOR RESTRUCTURING A. PROGRAM INFORMATION 1. The Skills Strengthening for Industrial Value Enhancement (STRIVE) is a five-year national Program for Results (PforR) operation with the closing date of November 30, 2022. The objective of the operation is to improve access to quality and market-driven vocational training provided in Industrial Training Institutes (ITIs) and apprenticeships. STRIVE aims to incentivize critical institutional reforms required in institutional skills training and apprenticeship systems of the Directorate General of Training (DGT) of the Ministry of Skill Development and Entrepreneurship (MSDE). An associated Investment Project Financing (IPF) instrument was designed for Technical Assistance (TA). The Government of India’s (GoI) National Policy for Skill Development and Entrepreneurship, and the policy implementation framework of the National Skill Development Mission (NSDM) is the overarching framework for the STRIVE operation. B. PROGRAM STATUS 2. The STRIVE operation became effective on February 8, 2018. It is financed by an International Development Association (IDA) Credit of USD125 million, and Government of India (GoI) financing in the amount of USD193 million for a total Operation cost of USD318 million. The operation had a delayed start due to implementation preparation requirements, and the first restructuring was completed in June 2020 to adjust the scope and results of the Operation, and a second restructuring was completed in May 2021 to cancel the saving of USD1 million from the TA component based on a projection of TA activities and GoI’s assessment of expenditures expected to be incurred in the remaining period of the Operation.1 The IDA financing for the Operation is now USD124 million, apportioned as USD119 million for the PforR component and USD5 million for the IPF component. 3. Disbursement: Notable progress has been made in all the results areas (Annex 1) and disbursement has improved significantly. In FY22, disbursement is at USD76.46 million including the advance of USD30 million (about 61.7 percent of total financing for the Operation), split as USD57.2 million for the P4R component and USD2.56 million for the IPF component. Disbursements against the Disbursement Linked Indicators (DLIs) of the operation had reached USD57.2 million beyond the estimated target of achieving USD51.6 million by June 2022. Total disbursements also include USD16.7 million unadjusted advance and USD2.56 million in expenditures for Technical Assistance. 1The first restructuring in June 2020 resulted in: (a) multiple DLR level changes, (b) decrease in the value of a DLI by US$1 million and, (c) increase in the TA component by US$1 million. The second restructuring in May-June 2021 resulted in a decrease in the value of the TA component by US$1 million based on savings identified by the DGT, MSDE. Page 3 of 38 The World Bank Skills Strengthening for Industrial Value Enhancement Operation (P156867) 4. Progress towards achieving the Project Development Objective (PDO) is Moderately Satisfactory. An assessment of the Results Framework, outcome and output indicators, and disbursements achieved indicate good progress towards the achievement of the PDO. Out of seven PDO level indicators, three indicators have already met the final targets, and two other indicators are on track. Progress on the remaining two PDO indicators related to Industrial Training Institutes (ITIs) and apprenticeships has been impacted due to the closure of the institutions because of the COVID-19 pandemic. Going forward, they will require at least one additional Academic Year to achieve the targets. The Industrial Training Institutes (ITIs) are now open and functioning on regular schedule. In case of resurgence and re-closure, the situation will be reassessed. A summary of the PDO status is presented table 1. Table 1. Implementation progress has accelerated. The Operation is catching up with the restructured implementation schedule at a substantive pace. Implementation structures and arrangements are well defined and established at the National Project Implementation Unit (NPIU), State Project Implementation Units (SPIUs), Industrial Training Institutes (ITIs) and Industry Cluster (IC) levels. The NPIU’s implementation monitoring at the National, State, ITI and IC levels is satisfactory. Implementation progress is regularly evaluated, feedback is being collected and, corrective action is now being taken on a regular basis. The problems due to the COVID-19 pandemic, delays in procurement and reporting of expenditures faced by State-level implementing agencies are being addressed in a timely manner. Further, regular capacity building and knowledge sharing workshops are also being conducted. Therefore, implementation progress continues to be Moderately Satisfactory. C. RATIONALE FOR RESTRUCTURING 6. On March 24, 2022, the Director General of Training (DGT), MSDE requested the Department of Economic Affairs (DEA) for a no-cost extension to the closing date of the operation by 18 moths from November 30, 2022 to May 31, 2024. In May 2022 the DEA, DGT/MSDE and the World Bank discussed: (a) the utilization of the funds for the operation; and (b) the possibility of partially cancelling some funds Page 4 of 38 The World Bank Skills Strengthening for Industrial Value Enhancement Operation (P156867) for the operation that might remain unused. The DGT identified USD20 million from the components of the operation including, the price escalation due to the exchange rate depreciation that would be unused, and some additional funds from each of the Disbursement Linked Indicators (DLIs) and DLRs that would likely not be utilized. Additionally, the DEA requested the MSDE to provide an undertaking to certify the following: (a) that the request for extension of the closing date of the Operation would be the last extension, and that no further extension shall be requested; (b) that any expenditure needed to complete the PDOs after the revised closing date shall be borne by the Ministry from its budget; and (c) that no new contracts will be awarded during the extension period with the exception of the firm contract to undertake the Graduate Tracer Study. The MSDE agreed to DEA’s conditions. On October 11, 2022, the DEA confirmed the request for the no-cost extension of the closing date of the operation, and the cancellation of USD20 million in the letter to the World Bank. 7. The rationale for restructuring the operation is based on the following: (a) Extension of the closing date of the operation by 18 months from November 30, 2022 to May 31, 2024: The MSDE sees the STRIVE Operation has having real potential to effect transformative changes in the programs that the Industrial Training Institutes are offering, and in the approach to on-job-training and apprenticeships that have now been scaled up to encompass all programs. To determine the efficacy of the STRIVE Operations outcomes, a graduate tracer study (PDO outcome indicator) is programmed. However, the NPIU/MSDE has been unable to commission the study due to the force majeure issue of the COVID-19 pandemic and the subsequent lockdowns that had forced ITIs to remain closed for nearly two academic years (2021 and 2022). Therefore, two student cohorts could not complete their programs in time and seek employment commensurate with the skills they had acquired within the current closing date of the Operation of November 30, 2022. A full academic year (2022-23) would be required for the STRIVE Operation to undertake the tracer study. The DGT’s curriculum development processes have undergone extensive reviews and the processes of developing four Craft Instructors Training Scheme (CITS) trades is also only just starting and will require a full academic year to complete. Taking these factors into account, as also: (i) the ongoing efforts of the ITIs to make up for lost time, and (ii) the imperative to support cohorts affected due to the forced closure of ITIs during COVID-19 and to facilitate the successful completion of their programs, the MSDE has requested an 18 months no-cost extension of the closing date of the operation. Progress in the areas of the two remaining PDO indicators pertaining to the Industrial Training Institutes (ITIs) and apprenticeships and commissioning the student tracer study will require at least one additional Academic Year to achieve the targets. Following the final examinations, student performance would need to be assessed in terms of their potential to find jobs. A tracer study can only be undertaken six months after the end of the 2021-22 academic year and can be completed by December 31, 2023. (b) Partial cancellation of USD20 million from the total financing for the operation. Based on assessing the: (i) ongoing implementation progress, (ii) utilization certificates received from the States by August 2022, (iii) absorptive capacity at the level of the States, and (iv) the exchange rate depreciation calculations and savings, the MSDE has confirmed that all the DLIs can be achieved during the proposed 18 months extension period, within the budget envelope with savings, and that the entire Page 5 of 38 The World Bank Skills Strengthening for Industrial Value Enhancement Operation (P156867) USD124 million would not be necessary to achieve the PDO. Therefore, MSDE has requested a partial cancellation of USD20 million, and has confirmed that the partial cancellation will not affect overall implementation. The partial cancellation would result in the total financing for the Operation being reduced from USD124 million to USD104 million split as USD99 million for the PforR component and USD5 million for the IPF component. II. DESCRIPTION OF PROPOSED CHANGES 8. Two changes are in the proposed restructuring: (a) A no-cost extension of the closing date of the operation by 18 months, from November 30, 2022 to May 31, 2024. (c) A partial cancellation of the financing for the operation in the amount of USD20 million from across the DLIs/DLRs. As a result of the cancellation, there will be a commensurate reduction in the total financing envelope for the Operation from USD124 million to USD104 million, split as USD99 million for the PforR component, and USD5 million for the IPF component. Table 2 shows the Original and the Revised Credit Withdrawal table reflecting the changes to the amounts for the DLIs. Table 2. The proposed restructuring does not include any other changes to the other aspects of the operation. The Development Objective for the Operation, the results indicators, and the DLIs will remain unchanged. The cancellation of USD20 million does not affect the achievement of the PDO and the PDO indicator targets. 10. Changes to the Results Framework. The Results Framework for the 18 months extension period of the closing date of the operation are presented in Annex 1. The end-project date is FY24. 11. Changes to the achievement dates of the DLIs, corresponding amounts to the DLRs, rollover of permitted DLRs, and disbursement estimates to conform with the revised project closing date (Annex 2). There are four changes: (a) The achievement dates of the DLIs end-of-project targets to align with the new closing date of the Operation from November 30, 2022 to May 31, 2024. (b) The achievement of the pending DLRs have been rolled over (table 3) based on originally agreed rollover criteria. Table 3. The Program Action Plan (Annex 3) has been updated to reflect the activities during the 18-months of the extension period for the operation. Specifically, out of a total of 22 activities in the Program Action Plan,  Four (4) activities that have already been achieved are deleted. They are the: (a) contracting of the Program Management Coordinator (PMC); (b) onboarding of the Independent Verification Authority (IVA); (c) development of the Operations Manual; and (d) Procurement Plan for the first 18 months of the operation.  There are no changes to eight (8) activities. And,  Ten (10) new activities have been added to facilitate the achievement of the PDO while ensuring compliance to the original environment and social safeguards, financial management and procurement framework as envisaged in the PAD. They include the: (i) renewal of the PMC contract; (ii) renewal of the IVA contract; (iii) recruitment of an agency to conduct the national tracer study; (iv) preparation and approval of CITS and Craftsmen Training Scheme (CTS) curriculum in a blended mode; (v) submission of the Comptroller and Auditor General of India (CAG) audit report for 2021-22; (vi) institutionalization of the Bank of India monitoring dashboard, (vii) completion of procurement audits, (viii) inclusion of a procurement paragraph in Audit reports; (ix) reporting and public disclosure of quarterly progress reports on procurement, and (x) submission of the environment & social and, Grievance Redressal Management (GRM) monitoring-cum-compliance report. 13. No new contracts are envisaged to be signed during the extension period except for a contract with a firm to undertake the Graduate Tracer Study. III.
