In The PSS the development of the remaining job descriptions from phase one is completed, and the evaluation of related positions ongoing. HRMIS design and implementation: Procurement, installation, and implementation of HRMIS in both FGS and PSS will not be completed by the current closing date. The Government and Bank teams discussed potential options. FGS HR Policies and Civil service management subsidiary legislation: Implementation has started for rollout of the first batch of civil service management administrative regulations and procedures to all FGS ministries, departments, and agencies (MDAs). The approval of the Civil Service Law in FGS is still pending. Reorganization of MDAs: There has been a decision at FGs to reduce the scope of the activity on reorganization of MDAs and focus on developing an organizational act that stipulates the mandates, vision, mission, functions, of each MDA, leaving out staff complement and establishment ceilings to be reviewed once the organizational bill is approved. In PSS approval of the organizational ordinance by the Cabinet has been delayed. Capacity Strengthening of the School of Management and Public Administration (SOMPA-FGS) and the Institute of Public Administration and Management (IPAM-PSS). In both FGS and PSS, noticeable progress has been made in conducting training needs assessment, drafting of the national training policy, and conducting of training of trainers. The learning management system, e-books, and websites for the e-learning centers have been established in both FGS and Puntland. The equipping of the FGS e-learning center with videoconferencing facilities is underway, and plans for commencing the same in Puntland are being put in place.
