At Mid -Term Review (MTR), all results for Year 1 (2019) have been achieved. This includes DLI 1 (Capitalization of the Disaster Management Fund - DMF), DLI 2 (national disaster risk financing strategy), DLI 3 (strategy for creation and strengthening of local DRM committees), DLI 4 (Strategy for the establishment of integrated information and EWS), DLI 5 (technical norms for climate-resilient education infrastructure), and DLI 6 (assessment of the vulnerability of education infrastructure). Results for Years 2 and 3 for DLI 1 have been achieved and verified, and results for DLI 2, 3, 4, and 6 for years 2 and 3 are expected to be achieved between December 2022 and March 2023. The current disbursement rate is 42 percent (US$ 36.62 million) out of the US$90 million (IDA grant), of which US$ 22 million for achieved results of DLI's 1 and 5, US$11.66 million for advance payment, and US$2.82 million for the IPF component. Implementation progress by Results Area is as follows:  Results Area 1: Results for Years 1-3 for DLI 1 (disbursement of the government contribution of a minimum of 0.1% of the 2021 state budget, and implementation by INGD of all DMF audit recommendations for the year 2019) have been achieved, and verified. For year 4, the Government has already allocated MZM 288.5 million to the Disaster Management Fund and the allocation of the remaining part to complete 0.1% of the State budget for 2022 is expected soon. For DLI 2, the Government approved the National Disaster Risk Financing Plan (the result of year 1 for DLI2) on June 28, 2022. The Government also hired a broker who helped with the design of risk transfer products against cyclones winds and excessive rainfall. In early November 2022, the Government contracted an insurance consortium to intermediate the placement of the first sovereign insurance policy (Result for year 4).  Results Area 2: The assessment and strategy for establishing functional local DRM committees (result for year 1 of DLI 3) were approved by the Government on June 27, 2022. Three NGOs have been hired by INGD for the establishment and strengthening first 300 Committees (result for year 2), works expected to be completed and verified by March 2023. The establishment and strengthening of a total of 1,500 committees will be completed by December 2023. For DLI 4, the Government approved the regulation for the operationalization of the early warning information flow and dissemination platform for cyclones and floods by the National Institute of Meteorology (INAM), the National Directorate for Water Resources Management (DNGRH), and the National Institute for Disaster Management and Risk Reduction (INGD) (the result of year 1), through Decree n.27/2022, of June 6. The contracting of a firm to set up the system is in negotiations, and the platform will be ready for testing by end of December 2022 (Result for year 2) to reach 700,000 people with early warning messages in Gaza and Inhambane Provinces by March 2023 (results for years 3 and 4), while 1,200,000 people (result for year 5) will be reached in Zambezia Province by December 2023.  Results Area 3: The results for year 1 for DLI 5 (Ministerial Diploma adopting technical norms for climate-resilient education infrastructure) and DLI 6 (assessment of the vulnerability of education infrastructure in cyclone-prone areas) were achieved. The Ministerial Diploma was adopted and published in the national gazette in October 2021 and verified by the Administrative Tribunal. The assessment of buildings of 5,000 classrooms, the prioritization of 3,000 classrooms, and preparation of the respective detailed designs was completed, only pending verification by the IVA. At the MTR, the Prior Results and the results for years 1 to 3 have been achieved and verified by the Administrative Tribunal. In total, the Government has allocated a total amount of MZM1,875.5 million (corresponding to US$27.97 million) to the Disaster Management Fund. The Bank has disbursed the total amount of US$21 million against the achievement of results for years 1 and 2, a cumulative amount of US$45.9 million was already disbursed to the DMF by Government and the Bank. The disbursement of the US$5 million by the Bank for the achievement of the result of year 3 has been delayed ill until Government reimburses the resources used by INGD to finance ineligible expenditures, in addition to the training plan that was developed and carried out between October 10 and 14, 2022. Comments For the Result of Year 4, MEF has already transferred MZM 288.5 million (around US$4.5 million) to the Disaster Management Fund (for Result of Year 4) just pending a transfer of a small portion to complete the 0.1% of the State budget for 2022. The full amount is expected to be completed by end of December 2022. At MTR, the Government has already disbursed a total of MZM2,164 million (US$32.47 million) to the DMF. On October 18, 2022, the Council of Ministers approved the revision of Decree No. 53/2017, of October 18 that creates the DMF to ensure consistency with the Disaster Management and Risk Reduction Law (Law No. 10/2020, of August 24) and the legal framework on the organization and functioning of the representative organs of the State in the Provinces (Decree No. 63/2020).
