Project Effectiveness. The Project was approved by the World Bank on May 25, 2022 and became effective on September 6, 2022. The PDO which is "to build the foundations and strengthen the Recipient's technical and institutional capacity for digital public service delivery" remains relevant. The Project will leverage expected improvements in connectivity (internet access) to strengthen the enabling environment and Government capabilities for trusted online service delivery; improving access to and the quality of digitally enabled government services for individuals and businesses; improving government and business efficiency; and enhancing emergency preparedness for increased resilience in the face of the pandemic, alongside climate and disaster shocks. Over the medium term, project beneficiaries will include residents living in outer islands and remote areas who remain most vulnerable to facing service disruptions due to being unable to travel to the capital of Tarawa to access critical Government services, particularly during adverse weather conditions. 12/24/2022 Page 1 of 9 The World Bank Implementation Status & Results Report Kiribati Digital Government Project (P176108) 2. Project Implementation Arrangements. The Ministry of Information, Communications and Transport (MICT) and the Ministry of Justice (MOJ) will serve as the Project implementing entities, with a Project Implementation Unit (PIU) to be housed within MICT’s Digital Transformation Office (DTO). The Kiribati Fiduciary Services Unit (KFSU) will provide fiduciary support and oversight to the Project, and the Development Coordination Committee (DCC) will serve the role of a Project Steering Committee (PSC) to the Project. MICT and MOJ have entered into an MOU dated November 24, 2022 outlining their shared responsibility and roles for implementing the Project. MICT is undertaking recruitment of staff key DTO roles. The positions of the ICT Policy Analyst, Senior ICT Officer, Chief Architect, and Chief Network and Operations Officer (also acting as the Director of National ICT) have been staffed. Terms of reference for the DCC to serve as PSC have been drafted and shared with the WB in December 2022. 3. Project Operational Manual (POM). MICT/DTO has prepared a POM, shared with the WB team in November 2022. The WB team has reviewed and provided technical comments, including on Data Protection Operative Provisions, Grievance Redress Mechanism (GRM), Communications, Project monitoring and evaluation, and fiduciary sections of the document. The WB team has advised for the roles and responsibilities of the Project implementing entities (MICT and MOJ) as well as Project key stakeholders to be clearly outlined in the POM. DTO will incorporate WB comments with KFSU review, to share the updated POM by end December 2022. 4. Procurement. Per the approved Project Procurement Plan, PIU recruitment is of urgent priority. Procurement is to include qualified consultants to serve as Project Manager, Procurement Specialist, Project accountant/FM Officer, and Communications Specialist. MICT has prepared Terms of Reference for these positions, to which the Bank team has issued No Objection with comments. Timely undertaking of procurement of these key roles is important to enable progress on Project activities. The planned reporting arrangements of the PIU Procurement Specialist and FM Officer are still under discussion between MICT/DTO and KFSU, risking further delay to launching procurement. Government has been urged to finalize these arrangements and reflect them in the POM. KFSU and MICT will discuss and agree on internal communication protocol for submission and processing of procurement transactions in STEP by end-December 2022. 5. Project Launch. MICT will undertake a formal Project launch event, whose date will be conveyed to the WB once agreed upon. The WB has advised that the event be leveraged to build stakeholder and public awareness on planned Project interventions and anticipated benefits.
