The issues identified during previous missions are continuously being addressed by the Egyptian Government. The Inclusive Housing Finance Program is on track to meet its development objective. The Program for Results (PforR) is contributing to improving the affordability of formal housing for low-income households in Egypt and to the strengthening of the Social Housing and Mortgage Finance Fund's (SHMFF) capacity to design policies and coordinate programs in the social housing sector. The delivery of demand-side subsidies for ownership is progressing with over 400,000 households benefiting from the Program since its inception, despite the crisis posed by the COVID-19 pandemic and related office closures. The majority of program beneficiaries belong to the bottom 40 percent of the country’s population. The Program continues to have a profound impact on gender with 22 percent of beneficiaries being women. It also continues serving beneficiaries with informal revenues. Institutional strengthening and capacity building indicators have progressed well. SHMFF continues strengthening its internal capacity in order to fulfill its mandate effectively, particularly in the areas of IT, M&E, and internal audit.
