As of June 30, the project has disbursed US$175.22 million. So, the disbursement rate increased from 75.9% in December 2021, to 93.7% in June 2022, after almost 7 years of implementation. Four PDO indicators out of 5 have now exceeded their targets, including direct project beneficiaries, water users provided with improved irrigation and drainage services, and the two indicators on cropping intensity increase. While lagging slightly behind at 91%, the PDO indicator “WCs with an increase in WC conveyance efficiency of at least 15%” should also come very close to its target by project closing thanks to the extra-lining being carried out on a number of WCs that had already been lined at 30%. However, despite these encouraging results, the overall rating of the project cannot be upgraded due to the delay accumulated on the HEIS component. Limited progress has been recorded on open-field HEIS adoption with this component achieving only 26% of its final target to date. One-third of HEIS beneficiaries are large farmers, i.e., beyond the project’s small to medium farmers target population. Running HEIS on diesel or electricity entails high costs, and risks of outage for the latter, making solarization a more suitable but also more cost-effective solution. The Project Steering Committee recommended that solar power be subsidized through a separate initiative under the Annual Development Plan of the Government of Sindh that would be coupled with this project. Although this could be included in the next fiscal year budget, the financing would only be available after October 2022, and could only be used if the project closing date is extended. Progress in implementation has been slower than expected in the first half of 2022. Due to the delay of the Project Steering Committee (PSC) meeting, progress on activities that required the PSC endorsement was delayed. The project is closing at the end of December 2022 and will have an unused balance of US $20 million. To be able to fully utilize this amount, the Government of Sindh has requested an extension of the project closing date. The extension of the closing date would allow the project to take advantage of the first semester of 2023 and, for High Efficiency Irrigation System (HEIS), a possible launch of a subsidy scheme for solar equipment by the Government of Sindh. The extension would also allow an additional 5,000 kitchen garden (KG) kits to be distributed to women during the proposed extension, improving the food security situation of an equivalent number of households.
