SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The Improving Climate Data and Information Management Project (ICDIMP) is a five-year project funded by the Climate Investment Funds (CIF) in the amount of US$6.8 million which is implemented by the Planning Institute of Jamaica (PIOJ). The project is seeking to improve the quality and use of climate related data and information for effective planning and action at local and national levels in Jamaica. Specifically, it aims at: (1) strengthening Jamaica’s meteorological observation and data collection systems to enhance climate monitoring, weather forecasting and early warning systems; (2) enabling effective planning and design of adaptation initiatives; (3) using climate scenarios generated to assess the expected consequences of climate change for each priority sector and developing sector- based methodologies for climate resilient planning and decision-making; (4) conducting detailed vulnerability assessment of the health sector to generate information needed to improve resilience of the health sector by climate proofing health care facilities; and (5) improving knowledge, attitudes and practice of the Jamaican public towards climate. The ICDIMP is performing well and has achieved tangible results. The project accomplished extensive upgrading and/or providing new equipment, systems and training for data collection and processing. This expanded hydro-met network and increased real-time data collection, in turn, improved the information upon which decisions are made in several technical entities. In addition, since the last Restructuring which took place in October 2020, the ICDIMP was able to complete a number of new activities that were added to the scope at that time. They, among others, included the installation of additional automatic weather stations (AWSs), procurement of 3 Aqua-calcmeters, solarization of the radar station and a number of AWSs to facilitate real time data transmission, procurement of 2 sea level tide gauges, and the implementation of some of the recommendations of the Health Sector Vulnerability Study (e.g. in terms of improved emergency water supply, improved emergency energy systems, and strengthening of emergency operation center procedures). The Project remains satisfactory rating in terms of the overall implementation and the progress towards achieving its development objective, with all the targets and results indicators expected to be achieved by the end of the Project. The Project management, including monitoring and evaluation have been consistently solid throughout the implementation. Even though the Project utilizes multi-agency implementation arrangements, such arrangements have been functioning well, with the PIOJ being an effective Executing Agency. These institutional arrangements as well as the project structure allowed for a small but efficient Project Implementation Unit (PIU), with significant support from the PIOJ. The Project also continues to have satisfactory performance on all fiduciary aspects. The PIOJ continues to provide timely and reliable financial information on implementation and the Project continues to maintain a satisfactory financial management (FM) rating. Likewise, the Project procurement has accelerated over the past few months, as demonstrated in the updates of the procurement system (STEP), which in turn allows for an accurate representation and monitoring of the actual Project procurement implementation status. Therefore, the Project procurement performance rating remains satisfactory. In terms of environmental and social (E&S) safeguards, the Project is classified as having low E&S risks. In this context, the PIU is still taking all necessary actions to mitigate identified risks. Even though the ICDIMP was progressing well and was expected to reach its development objective within the current lifetime (by April 29, 2022), some unforeseen events (namely a technical malfunction of the Doppler Radar, which is the largest investment under the Project) took place and posed challenges to the completion of several key activities, including the training in Doppler Radar data and related products to facilitate uptake in data use which is one of the key aspects of the ICDIMP project development objective, as well as the Project’s final evaluation. The Doppler Radar The World Bank Improving Climate Data and Information Management (P129633) is still under warranty and expected to be repaired by the end of June 2022. However, for the training to be delivered and the Project final implementation to be completed, the fully functioning Doppler Radar is a prerequisite. In light of these challenges and timelines, there is a need to extend the Project closing date by 4 months to August, 2022, which would allow the Project to be fully implemented and for the grant resources to be f ully utilized. This proposed change (extension of the Project closing date from April 29, 2022 to August 31, 2022) will allow the grant recipient to finalize ongoing project activities in a satisfactory manner, fully disburse remaining grant resources, and successfully implement the Project. The Project restructuring does not entail changes to the Project Development Objective (PDO) or total Project costs. Lastly, the Project restructuring fully complies with OP/BP 10.00, Investment Project Financing since: (a) the PDO remains achievable; (b) performance of the Recipient remains satisfactory; (c) the Bank and the Recipient agree on actions that will be undertaken by the recipient to complete the Project; (d) the Project is not subject to suspension of disbursements; and (e) the Recipient does not have any outstanding audit reports nor are there audit reports which are not satisfactory to the Bank.
