The Immediate Response Mechanism (IRM) was activated in April 2020, and an amount of US$73.5 million reallocated to the Contingent Emergency Response Component (CERC), supporting the COVID-19 response in the Health & Social 5/16/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) Protection sectors. An Additional Financing (AF) to replenish the CERC expenses was approved by the Board of Executive Directors of the World Bank on September 30, 2020, and became effective on March 29, 2021. Component 1 (Recovery and Reconstruction of Cyclone-affected Areas): Housing survey was completed and more than 200,000 households were surveyed. The selection of 15,000 beneficiaries, using vulnerability indicators was completed and the hiring of firms (NGOs) to implement the works has been launched. UN-Habitat prepared the Reconstruction Manual, which was reviewed by the Bank and is pending completion. Works are expected to initiate by end of August 2022. Public Infrastructure recovery is ongoing and the preparation of tender documents for 97 public buildings and markets in the provinces of Sofala and Cabo Delgado was launched (works are expected to start in mid-August 2022). The implementation of the Matching Grants Program is underway with more than 1,600 applications received. No disbursements were reported under the Line of Credit. Progress on Component 2 (Climate Resilience): The feasibility study for coastal protection in the city of Beira has been completed, and the request for proposals for contracting consultancy for the preparation of the detailed design, tender documents, and supervision of civil works are being finalized. On the other hand, the preparation of the feasibility study, detailed design and tender documents, and supervision of urban drainage in the city of Beira are in progress (both works are expected to start in May 2023). Component 3 (Project Implementation, Monitoring, and Evaluation): The recruitment of staff for the Project Implementation Unit (PIU) of GREPOC is completed, except for the recruitment of a Housing Reconstruction Specialist which is expected to be concluded in May 2022. Emergency Response to COVID-19: The implementation of this component was completed in December 2021. In the Health Sector, MISAU has increased the testing capacity of public laboratories (from 260 tests per day in March 2020 to 1,500 tests per day in March 2021). In the Social Protection Sector, until the end of December 2021, 214,361 beneficiaries were cumulatively paid out of the 273,664 new registered beneficiaries, of which 187,259 are women. Around 90,066 beneficiaries in the districts of Montepuez and the city of Pemba (Cabo Delgado), Chicualacula (Gaza), KaNyaca, Hlamanculo, Kamubucuane, KaMavota, KaMaxaqueni (Maputo City), Magude, Manhiça, Marracuene, Namaacha, Matutuine and Moamba (Maputo) province) received subsidies corresponding to 6 months. At least 55,956 beneficiaries in the districts of Montepuez (Cabo Delgado) Hlamanculo, Kamubucuane, KaMavota and KaMaxaqueni (City of Maputo) were paid using digital transfers by Vodacom Mpesa.
