The NACS is to meet at least once a year to provide overall guidance to the National Statistical System (NSS). The vision of the NSS of Bangladesh is to become a world-class provider of authentic, relevant, and timely data in a holistic and user-friendly manner. The NACS Committee is comprised of high-level members from different government agencies producing statistics and coordinated by BBS. Investments in ICT infrastructure to support data collection and management: The project has procured several ICT equipment, including computers, printers, and other equipment’s for office space. Given the delay in preparation of the ICT Plan all the currently procured ICT equipment are based on the immediate need and as per requirements of the various wings of BBS. Several consultative meetings between the TP and BBS Computer Wing were held in order to make an efficient and effective ICT Plan that will cover the entire statistical process i.e., from data collection to data dissemination with the goal of building an integrated system for the production and dissemination of statistics. Implementation of training policy to develop human resources: The TP has prepared a draft Training Policy in line with the international best practices to cover all BBS staff, prioritizing participation of women and field-based staff (Division, Zila (district) and Upazila (sub-district) level). Based on Training Policy, the TP has also developed a Training Plan and will finalize soon training Inventory document. So far, the team has conducted several key basic and intermediate trainings, including: a. Training on Agriculture Statistics: The first and second rounds of the ‘Training on Agriculture Statistics’ for a total of 1,500 staff of BBS working both at Headquarters and at the Field Offices have been conducted. The training follows a Pretest and a Post-test evaluation. b. Advance Training on Microdata Analysis using STATA and R: BBS through the TP has conducted 3 batches of STATA training. In total 60 participants were trained. The first Batch of the training was held at BBS HQ from 8-19 November 2020, with a total number of 24 officials from BBS HQ and Field office participating. The second batch was held between February 28 – March 11, 2021 and the third between March 21 – April 1, 2021. BBS also organized training course on “Data Management and Statistical Analysis Using R” for 20 participants between September 5-14, 2021. The objective of this course was to increase the output and analysis of data within the BBS by using R language. Other additional trainings conducted include a 10-day training session for 35 participants at Bogura RDA on Sampling Techniques and Practice from October 4 – 14, 2021[1]: and 2 days Training for 13 participants on Price Statistics organized at BBS HQ from October 23 -24, 2021. Assessments and training for better management systems: The TP has prepared and completed training material on quality management, HR Recruitment, and a manual for HR management in BBS. The report on current practices in HR Recruitment and Manual for HR Management in BBS aims at providing guidelines for improving the recruitment process of staff at the Bangladesh Bureau of Statistics (BBS), specifically, survey enumerators. The focus on this group of employees had been decided during the inception mission of the Key Expert on national statistical coordination (January 2021), in view of the important operations that the BBS is planning (Population Census, Household Income and Expenditure Survey, etc.). Improvement of Core statistics and Surveys: The TP has conducted baseline review for several core statistics. These include baseline reviews for demography and vital statistics, population and housing census, health statistics, gender statistics, labor and industry statistics, price statistics, national account statistics, crop statistics, land use statistics and livestock statistics have been completed. However, BBS has requested that Strength Weaknesses Opportunities and Threats (SWOT) and Gap analysis are conducted to finalize these reviews. It has been agreed with BBS that the SWOT and Gap analysis will be completed as soon as the key experts conduct their planned missions to Bangladesh. So far missions of the key experts responsible for the Price Statistics, National Accounts and Agriculture statistics have been conducted, and SWOT and Gap analysis for these statistical domains developed. Website and microdata anonymization: To support the key project goal of microdata anonymization and making data accessible, BBS has shared core surveys including on Health Statistics (MICS-2019, HMS-2014), Labor Statistics (LFS 2016-17), Industry Statistics (SMI-2019) and Poverty/Welfare Statistics (HIES-2016). The metadata documentation for the core statistical fields of BBS has been produced. It adheres to internationally accepted formats for metadata for the construction of metadata. As specified in the Mid-Tern Review report, metadata will be produced for the Health and Mortality Survey, Labour Force Survey, Survey of Manufacturing Industries, Consumer Price Index, Quarterly National Accounts, Crop Statistics, Fisheries statistics and the Household Income and Expenditure Survey. Support to 2022 HIES and LFS: After prolonged delays both HIES and the LFS surveys are now under process for implementation by January 2022. While HIES will be implemented between January – December, 2022, LFS will be a quarterly survey to be implemented every 3 months from January 2022 to December 2023. Twinning Partnership (TP). The progress in implementation of the TP contract is satisfactory having successfully completed almost a half of the deliverables. The TP has shared the 6th quarterly report which describes the activities of the Twinning partnership carried out during the period of 8 July 2021 – 7 October 2021. The report is currently under review. Workshop on “Moving Bangladesh Towards a World-Class Statistical Producer”: Twining Partner (TP) together with the PIU organized a half- day workshop hosted at the Pan Pacific Sonargaon hotel on September 23rd, 2021. The objective of the workshop was to bring together participants from different Wings of Bangladesh Bureau of Statistics (BBS), Project Implementation Unit (PIU), and the Twinning Partner to discuss and review the status, progress, and challenges of project implementation of key project activities. The Workshop was also aimed to facilitate the collaboration between counterparts in the project team, BBS Wings and the PIU, and was also an opportunity for the team to present all capacity building activities undertaken by the TP and foster networking within the statistical community in Bangladesh. The focus was to support improvement in BBS staff capabilities to produce and disseminate consistent and timely quality statistics responding to the needs of the various users; mainstreaming sectors and other players into the National Statistics System (NSS); coordinating the entire NSS; responding to data challenges; delivering a country-led data revolution; and building statistical capacity across the “the statistical value chain”.
