RIMES has created a user- interface of the Regional Resilience Data and Analytics Services (RDAS) and developed and incorporated analytics platform into the RDAS. The prototype is expected to be disclosed to the public in September 2022. Completed: A prototype data analytics platform, RDAS has been developed and incorporated into the regional platform, which will be further developed. Work included (i) system architecture and framework for handling data ingestion, processing, and analysis, and data/information presentation on the portal; (ii) data catalogue framework and database, and master data management system, for creating and maintaining a catalogue of resources to support data integration; (iii) data analytics, for Online Analytical Processing (OLAP) queries, computation, machine learning, generating reports and visualization; (iv) data and analytical services catalog using open-source tools; (v) data and analytics visualization, for integrating climate, sectoral and other pertinent data into the system; (vi) data access subsystems, for making data available to users; (vii) literature review and documentation of existing regional/national datasets, and sensitivity/resilience of various crops to climate parameters, and exploration and downloading of relevant data resources, and metadata preparation; (viii) integration and analysis of climate, agriculture, social indicators, and other relevant datasets, including free and open source data points such as cropping extent data, livestock density, forest cover, etc. and water quality and watershed maps, soil moisture from Resource Watch, and satellite-based precipitation data from NASA; (ix) development of visualization platform and interactive dashboard/portal for climate data (including geospatial datasets) and indicators, climate-agriculture indicators, potential impact and adaptation measures, and implementation of dynamic components for resolving issues relevant to the rendering of multiple components; (x) creation of climate data API and mechanism for demonstrating the use of the APIs; and (xi) creation of profile page, and generation of maps and dynamic components. 3. A desk review and technical review were completed in December 2021, while user needs assessment is ongoing. Technical Working Groups comprised of the Roads and Highways Department (RHD) and the Local Government Engineering Department (LGED) have been established to facilitate and obtain stakeholder feedback and recommendations for improving the system. Consultation workshop with both stakeholders will be arranged in June 2022.  Water: A desk review and user needs assessment reports are being finalized while a technical assessment of the government’s Delta Portal was completed in December 2021. A technical assessment of the existing FloCAST system is ongoing.  Finance: A desk review and user needs assessment were completed in April and February 2021 respectively while technical assessment of relevant systems is planned. A DSS for climate planning and screening which includes a Climate Change Web Portal is identified as potential DSS for Finance, Economic Relations Division, and Planning.  Planning: A desk review and a technical review have been completed. User needs assessment is ongoing. Key Informants Interviews (KII) have been conducted with the Planning Commission, ERD, LGED, the United Nations Development Programme (UNDP), BMD, DLS, DAE and BWDB. Basic Surveys have been conducted with MoA, DAE, DLS, RHD, Planning Commission, and DoE. Four Consultation Meetings have been conducted with Planning Commission. Revised draft User Needs Assessment Report has been submitted to the government for review. The preparation of draft Final Report is ongoing. Nepal  Agriculture: A desk review and user needs assessment materials were completed in April 2021 while user needs assessment and technical assessment will be undertaken upon discussion and agreement with the MoALD.  Transport: A desk review and user needs assessment materials were completed in August and November 2021 respectively while a user needs assessment and technical review will be undertaken upon formalization of the project and further discussion and agreement with transport sector stakeholders.  Water: A desk review and technical assessment were completed in December 2020. While official data gathering is stalled due to the delay in project formalization, RIMES has (i) completed the questionnaires for KIIs and agenda for FGDs, and (ii) conducted informal discussions with user agencies (i.e., NDRRMA, DoR, DoLI, MoALD).  Finance: A desk review and user needs assessment materials were completed in March 2021 while technical assessment and user needs assessment activities will be undertaken upon project formalization. Improvement of the PFM information system for climate budget allocation, tracking expenditure, monitoring sustainability, and assessing investment results in climate- related sectors are identified as potential enhancements for the MoF system.  DRM: A desk review for identification of multi-hazard early warning system (EWS) capacities and gaps, and recommendations for enhancements are ongoing. A technical assessment will be undertaken upon grant of access of the BIPAD portal (the national disaster information management system) to RIMES, and other relevant existing systems. Based on stakeholder consultations, the requirements for the DSS have evolved into a one-stop-shop platform for multi-hazard early warning which integrates (i) customized information/warning for floods, landslides, forest fire, and lightning; (ii) Common Alerting Protocol (CAP); and (iii) relevant data/outputs from existing/ongoing hazard/risk assessments. Pakistan  Punjab Agriculture Department: A prototype of customized SESAME has been developed in November 2021, by completing (i) an agricultural DSS framework and database architecture and schema; (ii) data management module developed with crop database, climate data, and other localized data and parameters; and (iii) DSS engine built into the web-based application. Full development requires integrating this data into the system for the generation of agricultural advisories.  Balochistan Agriculture Department: SESAME will be customized once the desk review, technical review, and user needs assessment are completed.  Water: A desk review and user needs assessment materials were completed in April and October 2021 respectively while technical assessment is ongoing.  Finance: A desk review and user needs assessment/recommendations were completed in March and August 2021 respectively while technical assessment of the SAP shall be undertaken as required. In the water sector, the project has completed: (i) review of existing water accounting system of Bangladesh, including gaps and needs assessment; (ii) review of M&E framework of the Bangladesh Delta Plan 2100 with considerations for climate change impact; (iii) review report on Integrated Water Resources Management (IWRM) approaches in Nepal; (iv) review of national and provincial policies in key sectors in the context of IWRM approaches and technical review of water resources demand and supplies in key sectors in Sindh province, Pakistan. In the policy, planning and finance sector, the project has completed: (i) review of Nepal’s Climate Change Financing Framework (CCFF); (ii) developed a policy brief on climate change financing and planning; (iii) prepared draft strategy on Local Adaptation Plan of Action (LAPA) Support, including integration of Vulnerability and Risk Assessment (VRA) in Nepal. In Pakistan, work is in progress on drafting a report on climate indicators, and another report on critical climate adaptation Initiatives. The solutions will be delivered by August 2022. Climate Innovation Challenge (CIC): CIC aims to promote partnerships, applicability, and scalability of Comments: innovations and technologies for climate resilience in SAR. After consultations in seven SAR countries, CIC received 238 applications, of which 34 solutions are shortlisted and 16 were finally selected and announced on January 5, 2022. Solutions will be piloted under the seven thematic areas of (i) climate information and analytics; (ii) community-level early warning system; (iii) climate-smart agriculture; (iv) integrated water resource management; (v) resilient infrastructure (transport and power); (vi) nature-based solutions; (vii) risk financing solutions.
