To date, overall good progress has been made with regards to DLI 1 (Disaster Management Fund - DMF) and DLI 5 (technical norms for climate-resilient education infrastructure) as well as in the implementation of critical activities of Program Action Plan and the Technical Assistance. There have been significant advances in the implementation of activities conducive to the achievement of results for year 1 for DLI 2 (national disaster risk financing strategy), DLI 3 (creation and strengthening of local DRM committees), DLI 4 (early warning information flow), and DLI 6 (assessment of the vulnerability of education infrastructure) whose results will be achieved between the end of November 2021 and March 22. The disbursement rates remain at 36% (US$ 34.93m), of which US$ 21m for achieved results of DLI 1, US$11.66m for advance payment, and US$2.51m for the IPF component). Implementation progress by results area is as follows:  Results Area 1: The cumulative result of year 3 for DLI 1 (disbursement of government contribution of minimum of 0.1% of State budget of 2021, and implementation by INGD of recommendations of audit of the DMF for year (2019)) has been achieved, and independent verification completed by the Administrative Court. The Bank is expected to disburse US$5 million by end of November 2021 which will increase the total disbursements under this DLI to US$25.8 million. For DLI 2, the preparation of a National Disaster Risk Financing Strategy (a result of year1 for DLI2) is underway and is expected to be approved by end of November 2021. The tender for contracting of a broker in the domestic market is expected to be launched by early November 2021 and the contract signed by December 2021, and the risk transfer product contracted in February 2022.  Results Area 2: The preparation of assessment and strategy for the establishment of functional local DRM committees (a result of year 1 for DLI 3) is underway after delays, and the creation and strengthening of committees are expected to start in March 2022. For DLI 4, the preparation of the strategy for the establishment of integrated information and early warning system, including a Memorandum of Understanding between INGC, INAM, and DNGRH (a result of year 1) is at the final stage to be approved by the end of 2021. The information flow system is expected to be ready by early 2022.  Results Area 3: The Ministerial Diploma adopting technical norms for climate-resilient education infrastructure (a result of year 1 for DLI 5) has been signed by the ministers of MINEDH and Public Works, Housing, and Water Resources (MOPHRH) and published. The assessment of the vulnerability of education infrastructure in cyclone-prone areas (a result of year 1 for DLI 6) has been completed for 5,000 classrooms; 1,900 classrooms were selected; the selection of remaining 1,100 classrooms including the preparation of detailed designs and tender documents for a total 3,000 classroom will be finalized by end November 2021. The contracting of retrofitting works for the first 471 classrooms (result for year 2 of DLI 6) is at the evaluation stage and works will start by the end of 2021, while tenders for retrofitting of 1,029 classrooms (result for year 3 of DLI 6) will be launched by mid-November 2021 and works will start in early 2022.  Technical Assistance Component and Program Action Plan: UN-Habitat is fully engaged in the provision of technical assistance to MINEDH for quality assurance of assessment of the vulnerability of education infrastructure, preparation of detailed designs and bidding documents as well as support to the contracting of contractors and supervision of works.
