Due to the increasingly dire situation in the south of Madagascar, a total of US$ 3 million has been reallocated including to support UNICEF and WFP’s existing projects which support teacher attendance and engagement and a comprehensive school feeding program respectively, which are the emergency response to the drought in the South. Component 1: The national strategy for teacher training is available. 22 regional training plans are available, learning materials for the Grades 1 and 2 Malagasy and mathematics programs have been validated, and the Grade 3 learning materials are being finalized. Teachers training for early grades is in progress. Component 2: 1 (Preschool Education): To date, 621 Early Childhood Community Centers (EEC) are operational and have a local management committee (CLEEC) with two community educators. Sub-Component 2.2. (School Construction): The first phase of 400 classrooms is at an advanced stage and are under completion. The preparation of the second phase has started. Sub-Component 2.3. (School Health): MEN has decided that deworming will be MoH responsibility, as it should be, and they will be in charge of supplementation in Iron and Acid Folic in schools. The 2021 campaign of deworming was about to start at the end of the mission (November 2021). Component 3: The project contributes up to 30% of the funding of the budgeted school grants at the national level. This contribution has made it possible to set up a single harmonized school fund, with a new distribution key that takes into account equity and performance as criteria in addition to the existing one on proportionality. Payments made up to date followed this new formula. For the academic year 2019-2020, school grants have been fully paid, both for the State’s and the project’s part. There was a delay for the academic year 2020-2021 due to a revision of the amount to be paid per school and discussions between different actors around this new amount. It was agreed that the project will finance an additional campaign for 2022-2023. For the school principal development sub-component, the school principal profile and competency framework have been finally adopted. It will allow for the pace of activities implementation, particularly school leadership training, to be accelerated. Component 4: Sub-component 4.1 (Sector Reforms) has made progress, with testing of the new program carried out for some grades and textbooks/guides being prepared for the first three grades. Sub-component 4.2 (Monitoring, Evaluation and Planning) has seen preparatory studies carried out and tools developed, and the next phase will focus on putting the systems in place at the central and local levels. Under sub-component 4.3 (Communications), while various communications materials have been produced, the communications efforts have been largely piecemeal and lacking in strategy. Component 5: The Contingency Emergency Response Component has not been activated. Component 6: Good progress has been made toward attainment of Year 2 disbursement-linked indicators (DLIs): (a) developed teacher training plans for all the 22 regions (DLI 1: target met); (b) publication of evaluation made by the evaluation unit (DLI 4: target expected to be met in December 2021); (c) developed a total of 42 district education offices’ plans to improve the promotion rate at school level (DLI 7: expected to be met in December 2021 so in total 72 plans will be met out of 80 ); and (d). DLI 6.1 development of 10 regional plans which include the increase of learning time. ( DLI 6.1 target expected to be met in December 2021). Disbursement-related Indicators: Ministry directorates will prepare a work plan (including disbursement and cash flow) to enable the Ministry to mobilize the funds and to implement activities under DLIs targeted for Year 3. In response to the emergency context in the South of the country, the mission agreed to contribute to respond to the UN flash appeal. UNICEF and WFP will intervene in the South in response to the drought. Two proposals from the two agencies have been received and agreed with the Ministry. UNICEF will support teacher attendance and engagement by providing teaching materials and supporting catch-up class/support class teachers to participate in Teaching at the Right Level training, so they can strengthen the service delivery of additional support classes for struggling students, thus improving teaching quality as well as increasing teaching time. WFP is proposing a comprehensive school feeding program based on: i) the immediate provision of school meals to primary school children in vulnerable and drought prone areas; and ii) capacity building and knowledge management activities to prepare communities to mitigate the long-term effects of drought through local production. Component 7: The COVID-19 Response component is progressing in a moderately satisfactory manner with progress made in preparing tablets and student books for delivery, payments to community teachers and UNICEF-UNESCO contract (WASH program and assistance to production of content for distance learning, but delays in communication activities). Particular attention is paid to auditing payments to community teachers, to ensure accuracy and reduce risks of corruption.
