No 3 The World Bank Support for Autonomous Higher Education Project (SAHEP) (P156849) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The Support for Autonomous Higher Education Project (SAHEP) (P156849) was approved on May 15, 2017 and became effective on December 27, 2018. The project development objective (PDO) is to improve research, teaching, and institutional capacity at selected autonomous universities and strengthen the national higher education management system. SAHEP is financed by an International Development Association (IDA) credit of SDR114.3 million (US$155 million equivalent) and consists of two components: (i) improved research, teaching, and institutional management capacity at three selected autonomous universities (total cost US$157 million) and (ii) strengthened National Higher Education Management System (HEMIS) and e-Library establishment (total cost US$17.6 million) aligned with each of SAHEP’s four main outcomes. The project is implemented by five implementing agencies (IAs), namely: (i) Vietnam National University of Agriculture (VNUA); (ii) Hanoi University of Science and Technology (HUST), (iii) Industrial University of Ho Chi Minh City (IUH), (iv) Hanoi National Economics University (NEU), and (v) Ministry of Education and Training (MOET). 2. The first three years of project implementation encountered serious delays due to various challenges, including: (i) the delayed countersigning of the financing agreement (12 months after World Bank Board approval) and declaration of effectiveness (19 months after World Bank Board approval); (ii) a lengthy process of signing the subsidiary agreements (SA) which were only concluded between the Ministry of Finance (MOF) and Vietnam Development Bank’s (VDB) transaction office on March 2020 (33 months after the World Bank Board approval) delaying the withdrawal of project proceeds and the start of procurement processes; (iii) the government’s decision not to use IDA funding to finance the value added tax (VAT), which has affected the implementation of some project activities and led to delays in making payments; and (iv) the much delayed approval by Ho Chi Minh City Municipality of the 1/500 map for the IUH construction subcomponent, which put the construction of the university’s campus at serious risk of not being completed within the project timeframe. 3. SAHEP implementation performance has improved and accelerated during the last year despite a challenging environment with the resurgence of COVID-19 in the first quarter of 2022 (following the 3-month lockdown in 2021) due to the rapid spread of the Omicron variant in Hanoi and an unfavorable international context causing disruptions with the global supply chains for construction materials and equipment and an increase in costs. The project, nonetheless, has made significative progress toward the achievement of its development objectives in 2021 and 2022.1 One out of four PDO indicators (PDO 3: 115 proposed actions from the previous year’s ‘Autonomy Implementation Reports’ implemented by VNUA and HUST) has surpassed its end target; two PDO indicators (PDO 1: decrease in the average number of students and researchers per laboratory workstation in VNUA and HUST to 114.5 and PDO 2: four additional internationally accredited programs at VNUA, HUST) have made reasonable progress and will likely achieve their end target in the next 6-12 months; and one PDO indicator (PDO 4: recommendations based on lessons learned from university autonomy pilots incorporated into MOET policies) has made some progress, but it is recommended to downgrade this PDO indicator to an intermediate result indicator (IRI) as part of this restructuring. 4. As of the latest Implementation Status Report in June 2022, the PDO’s rating was upgraded to moderately satisfactory due to the good progress toward achieving the PDO with three out of the four outcomes indicators, and seven out of 10 intermediate indicators that were either met and/or exceeded the targets for 2021 (and some case of 1 As reported in the last ISR #9 file in June 2022. 4 The World Bank Support for Autonomous Higher Education Project (SAHEP) (P156849) end of project in December 2022). The implementation performance (IP) continued to steadily improve in all aspects and was maintained at moderately satisfactory. A number of critical achievements have been reached including: (a) Component 1 “improved research, teaching, and institutional management capacity at three selected autonomous universities” For HUST: (i) 15 laboratories have been installed with new equipment, which were put in use at the start of the last academic year in October 2021; and (ii) in the first quarter of 2022, HUST launched 13 new research projects in collaboration with external partners of which 29.4 percent are led by female researchers and 15 academic programs, including training for professors and lecturers to improve teaching and learning have been completed since the beginning of 2021. For VNUA: (i) the construction of 7 out 11 buildings is nearly completed; (ii) a large contract for purchasing of equipment for laboratories and training facilities has been awarded; (iii) 5 laboratories have received ISO certification, positioning VNUA as a leading research university in Vietnam; and (iv) five new research projects in collaboration with external partners, 100 percent led by female researchers, therefore already exceeding their IR3 target for 2022. For IUH: no activities have taken place since project effectiveness. (b) Component 2 “strengthened National Higher Education Management System (HEMIS) and e-Library Establishment” For NEU: (i) access to multidisciplinary and specialized economics e-Books, printed books for 30 subjects and data set for economics - finance – macro-economic has been obtained; and (ii) as of the end of March 2022, 1.4 million downloads have been recorded by the system. This achievement largely exceeded the cumulative target for the end of project. For MOET: (i) equipment and management system contracts have been awarded for 4 independent education accreditation centers and 112 university programs were accredited in 2021; and (ii) contracts for the database management information system software and ICT equipment were awarded and the HEMIS software version 0.5 with five universities using five information fields integrated were completed and tested. 5. The project results framework shows progress against seven out of 10 IRIs, as follows: IRI 1 (increase in the value of resources for research obtained through competitive selection) has increased to US$3,455,000 at HUST and US$2,381,000 at VNUA in 2021, respectively. IRI 2 (number of new research collaboration projects approved and launched each year) has reached 46 new research collaboration projects in HUST and 27 at VNUA in 2021, respectively. IRI 3 (percentage of new research collaboration projects approved and launched each year led by female team leaders) has reached 18.5 percent at HUST and 47.37 percent at VNUA in 2021, respectively. IRI 4 (number of programs updated) has reached 22 at HUST and 8 at VNUA in 2021, respectively. IRI 5 (percentage of female students enrolled in updated programs) has exceeded its target of 35.5 percent for 2021 (17.2% for HUST and 56.9% for VNUA). IRI 6 (number of universities granted institutional accreditation using newly adopted accreditation standards by four independent accreditation centers): As of March 2022, 64 universities have been accredited by the centers of accreditation. IRI 7 (number of university programs accredited by four independent accreditation centers): As of March 2022, 390 programs have been accredited by the CEAs. IRI 8 (number of downloads of e-resources each year by users of eLibrary Portal) has reached 1,490,237, significantly above the cumulative target for 5 years. 5 The World Bank Support for Autonomous Higher Education Project (SAHEP) (P156849) 6. The project disbursement ratio is now at 40.8 percent. It will reach 60 percent once the project restructuring is approved and SDR38.32 million (equivalent to US$51 million) of the credit proceeds are cancelled. Disbursement is expected to significantly increase in the last quarter 2022 with the finalization of large civil works and equipment contracts. 7. The project has no outstanding audit reports. There is no change to safeguard ratings. The project overall risk rating was reduced to moderate from substantial. 8. The IAs and the line ministries involved continue to show increased commitment to the project to complete all the pending activities and achieve the project outcomes. B. Rationale for Restructuring 9. Despite advancements noted above, the project has faced some challenges and unexpected changes that require a restructuring. First, IUH—one of the four IAs— has not been able to complete the resettlement and site clearance for the construction of new buildings for eight faculties/institutes on its new campus premises, because of delays in the approval of 1/500 planning map of the campus by Ho Chi Minh City’s People Committee and the approval of the feasibility study for the campus by the Ministry of Industry and Trade (MOIT). There is not enough time now to carry out the civil works before the closing date. The project also finances the provision of new equipment for these new IUH’s facilities, which will not move forward without the building construction. During the November 2020 mission, it was agreed with MOIT that IUH will withdraw from the project and funds allocated to IUH will be cancelled, with the exception of US$3 million that will be reallocated to VNUA for the financing of additional laboratory equipment supporting the development of research. 10. Second, the government issued the decree 56/2020/ND-CP dated 25 May 2020 – Article 43, which states that all the taxes including valued added tax (VAT) should be paid from the counterpart funding. With the promulgation of this decree, it is necessary to cancel SDR7.3 million (equivalent to US$10.23 million) representing the total value of unused taxes to be paid on expenditures financed by the credit proceeds. No payment from the credit has been made for taxes so far. 11. Third, because IUH will withdraw from the project, the targets in the results framework (RF) for the outcomes (PDO 1 to 3) and IRIs (1 to 5) need to be recalculated to eliminate the outputs and outcomes attributed to IUH. Similarly, the names, descriptions and definitions of these indicators need to be revised to eliminate IUH from the RF. The revised RF aligned with the adjusted project activities will show that the project is making satisfactory progress towards the achievement of project outcomes and that most IRIs targets for 2022 have been achieved. 12. Fourth, further adjustment to the RF is necessary due to legal changes affecting Vietnam’s higher education system. In December 2019, the government of Vietnam issued the Decree 99/2019/ND-CP detailing and guiding the implementation of the amended 2018 Law on Higher Education that sets out, among other things, the disposition for the autonomy and accountability of higher-education institutions. Under Decree 99, higher-education institutions have been conferred a degree of autonomy in academic activities, organizational structure and personnel, and matters of finance and assets. Because of this new decree, the PDO 4 seeking to incorporate into MOET policies the recommendations based on lessons learned from university autonomy pilots, has become irrelevant to measure the achievement of the PDO on the strengthening of the national higher education management system. Because the first two annual targets have already been met, it is proposed to downgrade this PDO 4 to an IRI and show that it has been achieved. 6 The World Bank Support for Autonomous Higher Education Project (SAHEP) (P156849) II. DESCRIPTION OF PROPOSED CHANGES 13. Based on the Ministry of Finance’s official request dated October 21, 2022, for the restructuring of the project, the following specific changes are proposed: Changes in the overall scope of the project: a. The restructuring will involve a cancellation of SDR38.32 million in IDA credit. The cancellation will, however, not lead to an adjustment to the PDO, but it will reduce the scope of the project results due to the removal of the entire IUH subcomponent. Though IUH will not receive project support after completion of the restructuring, it is expected to continue to implement non-infrastructure activities related to improving research, teaching, and enhanced autonomy financed through IUH funds directly. Changes in the implementing agencies: b. The revision in the number of IAs to 4 from 5 as IUH will no longer receive credit proceeds from the project. Changes in results and indicators c. The revision of the RF for PDO indicators 1 to 3 and IRI 1 to 5 to reflect the change to the respective project end targets after the targets for IUH are taken out and other changes are made to ensure the consistency and the accuracy of the target numbers. d. The downgrading of PDO indicator 4: “Recommendations based on lessons learned from university autonomy pilots incorporated into MOET policies” to become new intermediate indicator (new IR 11) because the autonomy policy had already come in to effect in December 2019 and autonomy, therefore, is no longer a pilot during project implemention. The indicator is kept at intermediate level to record the project e. The dropping of IRI 10: “Number of visitors each year to the HEMIS website” as the HEMIS website will only be available online by the end of 2022 and the new visitors will only be measured in 2023. Please refer to the attached revisions to results framework for more details. f. All the proposed changes in the results framework, which is attached to this paper, will be reflected in the project Operations Manuals of the IAs and will be approved accordingly by the World Bank, MOET, and MARD. Changes in the components and costs: g. All activities related to the IUH subcomponent financed under component 1 will be eliminated following the withdrawal of IUF from the project. h. VNUA will benefit from additional funding equivalent to US$3 million (exclusive of taxes) from part 1 of the credit proceeds to purchase new laboratory equipment. This amount will be subtracted from the amount of the credit proceeds canceled from IUH. 7 The World Bank Support for Autonomous Higher Education Project (SAHEP) (P156849) i. The total project costs will be reduced by SDR38.32 million to SDR75.98 mission from SDR114.3 million following the full cancellation of the funding to IUF and the transfer of US$3 million to support VNUA and US$0.3 million equivalent to cover the 10 percent tax on equipment, initially calculated in the project cost before this restructuring. Cancellations Proposed and revised IDA financing j. The cancellation of SDR38.32 million from disbursement categories (1 and 2) of the credit as follows: i. SDR37.69 million will be canceled from disbursement category (1) for the activities canceled and the elimination of taxes that will now be paid by HUST and VNUA through counterpart funding. ii. SDR0.63 million will be canceled from disbursement category (2) for the elimination of taxes that will now be paid by NEU and MOET through counterpart funding. The disbursement estimates have been revised accordingly. The detailed revised project cost and financing can be found in annex 2 of this paper. III.
