The ongoing COVID-19 crisis has affected the data collection and implementation of activities that require stakeholder meetings. Under TechEmerge Innovation Challenge, the World Bank, in partnership with CES and the India National Disaster Management Authority, has selected nine innovators from over 300 entrants for whom ADPC has signed sub-grant agreements and is supervising the implementation of innovative solutions. Overall, the progress is on track for most of the innovators though the COVID-19 crisis has delayed the implementation. The Climate Innovation Challenge (CIC) was launched in August 2021 and 16 were finally selected and announced on January 5, 2022 out of 238 applications. In addition, the ongoing development of a gender-tagging methodology for tagging gender- inclusive climate allocations will contribute to the country’s climate budget report which seeks to understand the financial resources that are earmarked for gender investments through the national budget setting process for climate allocations.  Nepal: ongoing activities include support to develop climate and disaster risk-informed investments by developing an updated climate public expenditure and institutional review (CPEIR). CPEIR includes the analysis of current public climate investments in the country. The Climate Change Financing Framework (CCFF) will be integrated into the Local Adaptation Plan of Action (LAPA) formulation process. The LAPA Framework (2019 version) will also be enhanced through the integration of a Vulnerability and Risk Assessment (VRA) module. The project is also strengthening the Ministry of Forests and Environment (MoFE)’s climate budget coding system based on the experiences with the Ministry of Agriculture Livestock and Development.  Pakistan: gaps in climate change investments were identified through the review of the CCFF and CPEIR and developed recommendations for climate and disaster risk-informed investments. There is also ongoing work to finalize climate indicators, which will be utilized for planning documents such as the PC-1 Pro Forma documents. RIMES will procure consulting firms by April/May 2022 to fully develop/enhance the systems. Bangladesh  Agriculture: A desk-based review and user needs assessment was completed in April and November 2021, respectively. Key recommendations include (i) customization of functionality to various user levels; (ii) integration of localized information; (iii) incorporation of climate projection data; (iv) automation of processes vis-à-vis location and growth stage-specific crop-weather sensitivity and generation of advisories; (v) threshold-based automated alerting mechanism; (vi) decentralized advisory generation; (vii) incorporation of localized information service delivery mechanism; (viii) dynamic visualization of agromet data/information; (ix) shifting of the entire system to open-source web framework for scalability and sustainability; (x) incorporation of local inputs from Upazila Agricultural Officers for automation of advisories generation; (xi) multi- channel information/advisory dissemination mechanism (i.e., voice message, mobile applications, SAAO, lead farmers, call centers, digital display board, etc); and xii) systematic feedback collection and impact assessment mechanisms.  Livestock: A prototype system for the DSS for the livestock sector has been developed in December 2021 by completing the enhancement of the DSS framework, data management module, and DSS engine and the finalization of data parameters. A validation workshop and public demonstration of the prototype were organized on March 14, 2022. A desk review and user needs assessment materials were completed in October 2021. A user needs assessment is ongoing.  Transport: A desk review and user needs assessment materials were completed in December 2021, while user needs assessment and technical assessment are ongoing. Technical Working Groups comprised of the Roads and Highways Department (RHD) and the Local Government Engineering Department (LGED) have been established to facilitate and obtain stakeholder feedback and recommendations for improving the system.  Water: A desk review and user needs assessment materials are being finalized while a technical assessment of the government’s Delta Portal was completed in December 2021. A technical assessment of the existing FloCAST system is ongoing.  Finance: A desk review and user needs assessment were completed in April and February 2021 respectively while technical assessment of relevant systems is planned. A DSS for climate planning and screening which includes a Climate Change Web Portal is identified as potential DSS for Finance, Economic Relations Division, and Planning. Nepal  Agriculture: A desk review and user needs assessment materials were completed in April 2021 while user needs assessment and technical assessment will be undertaken upon discussion and agreement with the Ministry of Agriculture and Livestock Development (MoALD).  Transport: A desk review and user needs assessment materials were completed in August and November 2021 respectively while a user needs assessment and technical review will be undertaken upon formalization of the project and further discussion and agreement with transport sector stakeholders.  Water: A desk review and technical assessment were completed in December 2020. While official data gathering is stalled due to the delay in project formalization, RIMES has (i) completed the questionnaires for KIIs and agenda for FGDs, and (ii) conducted informal 4/7/2022 Page 5 of 10 The World Bank Implementation Status & Results Report Climate Adaptation and Resilience for South Asia (P171054) discussions with user agencies (e.g., National Disaster Risk Reduction and Management Authority [NDRRMA], Department of Roads [DOR], Department of Local Infrastructure [DoLI], MoALD).  Finance: A desk review and user needs assessment materials were completed in March 2021 while technical assessment and user needs assessment activities will be undertaken upon project formalization. Improvement of the PFM information system for climate budget allocation, tracking expenditure, monitoring sustainability, and assessing investment results in climate- related sectors are identified as potential enhancements for the MoF system.  DRM: A desk review for identification of multi-hazard early warning system (EWS) capacities and gaps, and recommendations for enhancements are ongoing. A technical assessment will be undertaken upon grant of access of the BIPAD portal (the national disaster information management system) to RIMES, and other relevant existing systems. Based on stakeholder consultations, the requirements for the DSS has evolved into a one-stop-shop platform for multi- hazard early warning which integrates (i) customized information/warning for floods, landslides, forest fire, and lightning; (ii) Common Alerting Protocol (CAP); and (iii) relevant data/outputs from existing/ongoing hazard/risk assessments. Pakistan  Punjab Agriculture Department: A prototype of customized SESAME has been developed in November 2021, by completing (i) an agricultural DSS framework and database architecture and schema; (ii) data management module developed with crop database, climate data, and other localized data and parameters; and (iii) DSS engine built into the web-based application. Full development requires data integration into the system for the generation of agricultural advisories.  Balochistan Agriculture Department: SESAME will be customized once the desk review, technical review, and user needs assessment are completed.  Water: A desk review and user needs assessment materials were completed in April and October 2021 respectively while technical assessment is ongoing.  Finance: A desk review and user needs assessment/recommendations were completed in March and August 2021 respectively while technical assessment of the Systems, Applications, and Products (SAP) shall be undertaken as required.
