Project investments directly benefit around 100,720 people, including farmers in the lower Nzoia irrigation command area receiving training and advisory services on improved agricultural practices (with 60 percent adoption), those 8/24/2022 Page 1 of 9 The World Bank Implementation Status & Results Report Kenya Water Security and Climate Resilience Project (P117635) benefiting from watershed restoration and flood protection interventions in the river Nzoia basin, and those benefiting from water distribution improvements in Mombasa. Also, with project support, the Ministry of Water, Sanitation, and Irrigation (MoWSI) has completed several critical reforms to enhance the legal, policy, and regulatory framework for managing Kenya's scarce water resources (including new water policy, new water law, and several regulations governing water resources management, water services, water harvesting and storage, and irrigation). Moreover, the project has contributed to strengthening the capacity of critical sector institutions, such as the Water Resources Authority (WRA), through a strengthened legal mandate, better information, analytical, and decision support tools. Major infrastructure activities have also picked up after long delays caused by slow land acquisition processes. For example, physical progress on the lower Nzoia irrigation scheme is currently at 57 percent, while progress on flood protection infrastructure (37.4km of dykes along the northern and southern banks of the Nzoia river) is at 88 percent. The dykes are on track to be completed by the current closing date (December 31, 2022). On the other hand, the irrigation scheme is behind schedule, and the contractor cannot complete it by current project closing date. After this mission, the project is focusing its attention in the first blocks (1 to 4) to deliver water for beneficiaries by World Banks' project financing closing date (December 31, 2022). This will allow to build momentum on the irrigation infrastructure works in the schemes and for about 20% of the beneficiary farmers to get irrigation and drainage services by December 2022. From the World Bank perspective, achieving progress against agreed milestones within the next couple months is key to continue our engagement beyond December 2022. Regarding the Agricultural activities (extension, training and inputs) child indicator it is important to note that this indicator tracks extension services, trainings and inputs provided to beneficiaries. This indicator was added during the restructuring to capture all agricultural activities' related outcomes. Before the restructuring, the project was only tracking trainings and consultations with farmers. Furthermore, during 2020/2021 COVID restrictions impede progress on the agriculture activities which were designed to be face to face with Lower Nzoia Farmers. With the lifting of the COVID restrictions, agricultural activities advanced significantly, which explains the increase on beneficiaries from previous reporting. The breakdown by category is provided below. a) Number of farmers trained in improved agriculture practices (including irrigated 9,344 agriculture) b) Number of farmers receiving extension support services 10,710 c) Number of farmers accessing agricultural inputs 3,335 Regarding the Mombasa water distribution child indicator: There was an error on the previous reporting (which as based on 3,700 household connections and 22,200 people benefiting), given the current number of connections are only 3,000, the beneficiaries are instead 18,000 (6 per HH). Related to this aspect, the PCU has reported that since procurement of the remaining connections has been completed, the set target remains achievable by closing date.
