The Republic of Guinea (the Recipient) is implementing 1 the Guinea COVID-19 Emergency Response and System Preparedness Strengthening Project (P174032) (the Project), in collaboration with the Ministry of Health and Public Hygiene (MoHPH), through the Project Implementing Unit (PIU) for the Regional Disease Surveillance Systems Enhancement Project-Phase I (REDISSE I) in Guinea, as indicated in the Legal agreement2. The International Development Association (the Association)3 has agreed to provide first Additional Financing (AF) (P176706) and second AF (P178602) to the Parent Project as set forth in the relevant agreement(s). This Environmental and Social Commitment Plan (ESCP) supersedes previous versions for this Project and applies to both the first and the second AF to the Project referred above 4, 5. 2. The Recipient shall implement additional activities under the Guinea COVID-19 Emergency Response and System Preparedness Strengthening Project (P174032) (the Project), in collaboration with the MoHPH, through the REDISSE I PIU, as set forth in the second Additional Financing and Legal Agreement. The International Development Association (the Association) has agreed to provide additional funding for the implementation of additional activities under the Project, as set forth in the relevant agreement(s). This ESCP applies only to the additional activities under the Project referred to above, and the ESCP for the Parent Project continues to apply to the Parent Project’s activities. 3. The Recipient shall ensure that the Project is carried out in accordance with the Environmental and Social Standards (ESS) and the provisions of this ESCP, in a manner acceptable to the Association. The ESCP is part of the Legal agreement and the Project Agreement. Unless otherwise specified in this ESCP, capitalized terms used herein shall have the meanings ascribed to them in the agreement(s). 4. Without prejudice to the preceding provisions, this ESCP sets out the concrete measures and actions that the Recipient shall implement or ensure the implementation of, including, where appropriate, the timeframe for these measures and actions, the institutional framework, staffing, training, monitoring and reporting mechanisms and the Grievance Redress Mechanism (GRM). The ESCP also defines the environmental and social instruments to be adopted and implemented under the Project, subject to prior consultation and made public, in accordance with the NES, and in a manner acceptable to the Association in form and substance. 1 You may use this text in square brackets in cases where the ESCPESCP is updated during project implementation or in cases where additional funding is being processed for an ongoing project and the ESCP shall cover both the original loan/credit/donation and the additional funding. 2 Use "Financing Agreement" for IDA financing, "Loan Agreement" for IBRD financing and "Legal agreement" for Trust Fund financing. As agreed by the Association and the Recipient, this ESCP shall be revised from time to time during the implementation of the Project, as needed, in a manner that takes into account the adaptive management of changes or unforeseen situations that may arise in the Project framework, or in response to an evaluation of Project performance. In such situations, the Recipient, through the REDISSE PIU and the Association agree to revise the ESCP accordingly, through an exchange of letters signed between the Association and the Recipient, the MoHPH.
