Despite the challenging context, UNICEF NL, as implementing agency, remains committed, and the Project made significant progress since the last ISR. Progress towards achievement of the Project Development Objective (PDO). The rating for progress towards achievement of the PDO remains Satisfactory. Despite slight delays due to travel restrictions and external factors, the Project is on track to meet its PDO and progress has been observed on the following PDO-level indicators (PDOIs):  PDOI1 – Project beneficiaries suffering from distress symptoms referred to adequate services is on track to be met: Despite delays in the development of the school based screening tool for distress symptoms, this activity is expected to be completed in July and the training of trainers would take place in September 2022. The psycho-social training for school care teams and positive parenting program activities are on track to meet their 2022 target. Similarly, there are some delays in the implementation of violence prevention programs in schools due to COVID-19 and procurement processes, but the work is now scheduled to start by June 2022.  PDOI2 – Implementation of the integrated child protection case management system is also on track to be met: After an assessment of existing resources/mechanisms in place, the development of a framework for a child protection referral and case management was completed.  PDOI3 – Implementation of a contingency strategy for the sector is on track to be met: Last year, almost all schools were trained (remotely) using a training package on disaster risk management at the system and school levels to better prepare and respond to natural hazards and protect children’s safety during emergencies developed under the project. Thus, it is expected that the Project will be on track to meet the 2022 target as well. Overall Implementation Progress (IP). The IP rating is maintained as Moderately Satisfactory. 4/28/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Child Resilience and Protection Project (P172582) Component 1 (“Nurturing children’s and adolescents’ well-being”) A school-based psychosocial screening tool is being developed. This tool is designed to be used by teachers and care teams in all public and subsidized primary and secondary schools. It should ensure that identified distress symptoms in children are addressed at the school-level or escalated to the appropriate level of specialized services (schools will address cases with minor symptoms and refer cases of moderate to major symptoms to the Ministry of Education, Culture, Youth and Sports (MECYS) for follow-up and redirection to appropriate specialized services). This activity is part of a package of comprehensive psychosocial interventions that will be implemented at the school, family, and community levels. A psycho-social training for school’s care teams was developed and delivered in April 2021 to selected school care teams’ members and was co- facilitated by the Student Support Services Division (SSSD) of the MECYS. In addition, a contextualized positive parenting program is being developed. This parental support program will provide psychosocial support to students’ parents and include a wide range of topics like coping during a natural disaster, financial hardship, positive parenting, and child protection. In parallel, a violence prevention program targeting schools, day-care centers and after school programs will be designed and implemented with the objective to increase students’ well-being, build important life skills, and decrease occurrence of violence in and around schools. Component 2 (“Strengthening Child Protection Systems”) The Ministry of Public Health, Social Development and Labor (VSA) and the Court of Guardianship, who are the key stakeholders on child safety and rights, are being trained as part of the Child Protection Working Group on child protection methodologies and approaches from other contexts and learnings. An assessment of the case management and referral systems for child abuse and neglect cases has been completed and validated with stakeholders. This study highlights strengths and gaps of the Sint Maarten’s child protection landscape and will be used to develop a roadmap to strengthen the referral and case management for child abuse and neglect. Since capacity building workshops have taken place with relevant professionals, the operations manual for the National Child Protection Platform is being finalized, and a ministerial decree endorsed by 3 key ministries (MECYS, Ministry of Justice, and VSA) is expected to be signed by June 2022, with the objective to strengthen child protection systems through policies, institutional mechanisms, and practices. Component 3 of the Project (“Strengthening schools and MECYS’ resilience to disasters”) The Education in Emergency (EiE) contingency strategy was revised. It includes a communication protocol to schools during emergencies. The school’s damage and needs assessments has been revised. Its objective is to facilitate data collection (through a mobile application), on school and staff preparedness before a natural hazard, and potential damages after an emergency. This tool would be applied by the MECYS’s staff on a yearly basis and captures existing vulnerabilities and capacities among stakeholders. In 2021, trainings on emergency preparedness and a simulation exercise for the MECYS to test the Education Contingency Plan, Communication Protocol, and assessment tools were conducted.
