The overall findings are that project implementation is slow compared to the plan. Most of the agreed actions at the previous mission in June 2022 are still pending. Disbursement, however, has shown improvements owing to the signing of the contract for the purchase of 50 buses for public transport. Thus, the project has disbursed a total of $6.2m since June 2020 bringing the total disbursement to date to USD 23.2 million (46.4%). However, both PDO indicators and most of the intermediate indicators have not shown progress toward meeting the targets with 3 years into implementation. Thus, it is based on the progress to date, it’s unlikely that the PDO will be achieved within the current project closing date. 12/16/2022 Page 1 of 7 The World Bank Implementation Status & Results Report Integrated and Resilient Urban Mobility Project (P164353) Since October 2022, there are indications of improved commitment from Lot 1 and 2 contractors, better implementation is expected on the coming six months. Even though extensive consultations with all relevant stakeholders involved in the project concluded that the development objectives of the project remained relevant, a project restructuring including an extension of the project closing date will likely be required if the project is to be brought on track to achieve its PDO’s. In tandem at the operational level, resolution of delays in RAP implementation and improved contractor performance is urgently required to ensure an enhanced pace of the implementation. The public transport reforms including the establishment of the legal framework for regulation of public transport as well as the systematic transformation of informal operators/owners into public transport companies are also on the critical path and need to be monitored closely.
