            Republic of Cameroon: Additional Financing for the Social Safety Net Project

                                  Second Amendment to the Financing Agreement


Dear Mini ster,

         We refer to th e Additi onal Financing Agreement ("Agreement"), dated April 9, 2019, between the
Republi c of Cam eroon ("Rec ipient") and the Intern ati onal Developm ent Assoc iati on (" Assoc iati on") for
th e abovementi oned Proj ect. Please note th at the capitali zed terms used in thi s letter (" Amendm ent Letter")
and not defin ed here in have the mean ings ascribed to them in the Agreement.

         Pursuant to th e Recipi ent's letter of September 28, 2022, requesting specific modifications to the
Agreement, the Associati on concurs to your requ est and proposes to amend the Agreement in respect of th e
prov isions below:

    1. Section I. E of Schedul e 2 to the Agreement is hereby amended to read as fo ll ows:

" I. Each Benefi ciary und er Part B. I (b) of th e Project shall rece ive cas h transfers fo r a period not exceeding
twenty fo ur (24) months up to a maximum amount of FCF A 45 0,000 per Benefi ciary as further detailed in
the Proj ect Manual, alI such benefit to be paid, in cases where th e Benefi ciary is a household, to a designated
fe male representati ve of the household, except in such cases where th ere are no fe males above the age of
eighteen (18) years in a Benefi ciary household, in whi ch case, the male head of such household shall be
des ignated to receive th e benefit on behalf of said household.

2. Each Beneficiary under Part B. l (b) located in the areas of th e East and Adamawa regions shalI receive
two (2) select payments each of approximately FCF A 90,000 as furth er deta iled in the Proj ect Manual, all
such benefit to be paid, in cases where the Benefi ciary is a househo ld, to a designated fe male representati ve
of the househo ld, except in such cases where there are no females above the age of eighteen ( 18) years in a
Benefi ciary household, in whi ch case, the male head of such household shall be des ignated to receive the
benefit on behalf of said household

    2.   The table set fo rth in Secti on III .A of Schedul e 2 to th e Agreement is hereby amended to read as

       Al l the terms and conditions of the Agreement that have not been amended hereby shall remain
unchanged and in full force and effect.

        Please confirm your agreement with the foregoing amendment, on behalf of the Recipient, by
signing, dating and returning to the Association the enclosed copy of th is Amendment Letter. This
Amendment Letter shall become effective as of the date of its countersignature upon receipt by the
Assoc iation of a counters igned copy of this letter.
