This Implementation Status Report (ISR) provides a progress update based on the recent restructuring in December 2021, extending the project for six months from 31 December 2021 to 30 June 2022. The restructuring systematically evaluated progress made thus far, focusing primarily on the remaining key activities currently being financed under the Additional Financing of the Project and the TF (under the Umbrella Facility for Gender Equality - UFGE). Also, the restructuring is in line with the Borrower’s request to extend the closing date for six months. Overview. The Additional Financing (AF) of the Quality and Equity of Basic Education Project was approved on May 18, 2018, in response to the Government of Senegal's request to scale up activities under the original project and to pilot new ways to implement some existing activities to maximize results and sustainability. The AF became effective on October 23, 2018 and it is expected to close on 30 June 2022. Three components underpin the project objectives: (i) Improving the Quality of Basic Education; (ii) Strengthening Equity in Access to Education; and (iii) Supporting Project Management and Capacity Building. Progress toward achieving the PDO indicators and the intermediate results indicators has been slowed down due to the impact of COVID-19 on project implementation. With the revised closing date and implementation action plan, implementation pace will pick up for activities related to civil works, equipment and assessment to measure learning and access for the Lycees pour l'Integration, l'Equite et la Qualite (LINEQ). The World Bank team is working closely with the Ministry on monitoring project progress given the closing date of 30 June 2022. The Additional Financing (AF) of the Quality and Equity of Basic Education Project was approved on May 18, 2018, in response to the Government of Senegal's request to scale up activities under the original project and to pilot new ways to implement some existing activities in order to maximize results and improve the sustainability of some interventions launched under the original project. Three components underpin the project objectives: (i) Improving the Quality of Basic Education; (ii) Strengthening Equity in Access to Education; and (iii) Supporting Project Management and Capacity Building. Progress by Component. Based on the key findings of the recent World Bank supervision mission held from November 9-16, 2020, the progress by component is summarized below: Component 1: Improving the quality of basic education. The review of this component focused on the status of the Performance-Based Contracts (PBCs) and 8900 contact has been signed and are under implementation. ; the work of the National Institute of Action & Study for Education Development (Institut National d'Etude et d'Action pour le Développement de l'Education - INEAD) has been delayed due to COVID, meantime AFD has financed an EGRA study that can duplicate with what was planned under the project. The team decided to use it to inform the project.; the contract for the audit of Regional Centers for the Training of Education Personnel (Centre Régional de Formation des Personnels de l’Education--CPFREs) will start and report will support the implementation of new operation. ; The promotion of Science, Technical and Mathematics education, is ongoing and a launch of the strategy is planned on February 28, 2022. Performance-Based Contracts (PBCs). Signed PBCs are being implemented in accordance with the current fiscal year's Annual Budgeted Work Program (Plan de Travail Annuel Budgétisé- PTAB). The mission shared the results of the new selection of Daaras (Koranic Schools). In total, 432 Daaras have been selected and the PBCs are about to be signed with the Borom Daara (Daara owners) and the project is continuing to support the Daraa during the extension time. . The project has signed 8900 PBC with SMC and the second tranche has been transferred to the school. A new report of the independent verificators has submitted for Bank approval on February 4, 2022. T the management tools have been translated into the national language and distributed to the management committees Science and high school diploma. The design of the science promotion strategy document that was initiated and the legal framework of the new end of middle school diploma (Brevet de Fin d’Études Moyennes - BFEM) are finalized. The Directorate of General Secondary Education (Direction de l'Enseignement Moyen secondaire Générale-DEMG), in conjunction with the General Inspectorate of Education and Training (Inspection Générale de l’Éducation et de la Formation - IGEF), has begun training inspectors and trainers on the user guide for the BFEM's renovated test formats. The strategy will be disseminated on February 28, 2022. The Ministry is engaged to review the current curriculum for its improvement. This activity will be supported by the new project for his implementation. High School for Integration, Quality and Equity (Lycée pour l’Intégration, l’Equité et la Qualité-LINEQ). The LINEQ civil works was delayed due to procurement issues which were resolved in December 2020. The works started, it is estimated that the civil works will reach at least 60-70% before the closing date. The team is following through a meeting with the Ministry, the construction company every week. A firm has been recruited to support the Ministry to help define LINEQ’s functioning, governance framework, financing and recruitment of teachers. The assessment’s results will be validated in March 15, 2022. As for the LINEQ’s equipment, the tender dossiers have been postponed due to the construction delays. A consultant has been recruited and it expected that the bidding documents will be submitted in March 2022. Component 2: Strengthening Equity in Access to Education. This component aims to create, for all children, the conditions for access to educational structures of elementary, Daaras (Koranic School), and literacy of school management committee members. There is also a strong emphasis on the care for children, especially those pupils which have been excluded from the system. Finalization of the list of Daaras (Koranic Schools) that meet the agreed eligibility selection criteria. Since the last mission in April 2020, the World Bank team and the Government have finalized the list of selected Daaras. In total, 526 Daaras have been selected. The additional financing of the Project enabled the purchase of food and hygiene products for the Daaras in the amount of XOF 661 million (around 1.2m). The Daaras have implemented the program of the curriculum in French and Maths. Reintegration of children into the school. The implementation is ongoing. The project has supported the classes passerelles (make-shift classes) and has reintegrated nearly 14,000 children into the mainstream school system. Component 3: Supporting Project Management and Capacity Building. This Component supports capacity building, project management, and improved sector management, especially through data management and utilization. Review of the annual work plan. The review of the PTAB was done in context of Covid-19 pandemic. The task team agreed on the actions and investments that should be implemented before the new closing date - June 30, 2022, : (i) the construction and equipment work of the LINEQ, (ii) the support to digital technology, (iii) the upgrading/rehabilitation of the Diourbel Scientific High School of Excellence, and (iv) the improvement of the quality of learning in relation to the PBCs. The PTBA review showed that the project will be able to carry out the main activities over the remaining 6-month duration of the project.
