The PROMOGED was created by Presidential decree on June 24, 2021, and similarly a Project Director was appointed on October 1, 2021. Key personnel from the Project management unit is recruited to date. In Dakar, (i) technical studies and bidding processes related to Mbeubeuss rehabilitation are well advanced with Phase 1 of works to start in 2023; (ii) in the meantime, a series of emergency activities to improve the conditions at Mbeubeuss in the short term are being implemented (they were identified through a consultative process that started prior to the COVID-19 pandemic); (iii) the funds for the implementation of the Resettlement Action Plan (RAP, 2018) at Mbeubeuss are secured, an MOU was signed with the relevant local authority (CDREI) to help with compensation, which are almost all processed for the category of people impacted by Phase 1 of works; (iv) a social facilitation NGO is being recruited to support the implementation of the RAP and of the Livelihood Restoration Plan (LRP, for which a framework document exists) – this NGO will need to develop a detailed LRP and help implement it; another social facilitation NGO is being recruited to work 3/12/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Senegal Municipal Solid Waste Management Project (P161477) specifically with vulnerable groups and children; (v) the bidding process for the study related to Greater Dakar integrated waste management system is underway; (vi) the MOU between PROMOGED and DEFCCS is effective to support site securisation in Greater Dakar. In secondary cities: (i) most local and regional waste management plans are validated and some are subject to updates, (ii) close to 200 municipal and intermunicipal sites are pre-identified to date and going through verification processes, (iii) the bidding processes for secondary cities waste contract arrangements are ongoing, and bidding documents for studies (environmental and social impact assessments, design studies, etc.) are being prepared.
