Despite these challenges, important progress has been made towards development objective to improve capacity of the safety net system for shock response and poverty reduction. This includes progress in the design and establishment of a legal framework for the Unified Social Registry, revision of a grievance redress mechanism and introduction of the green line, progress towards the introduction of the digital payments for cash transfers and modernization of the payment system, finalization of the management information system and strengthening of the legal framework for adaptive social protection. In addition, the satellite-based drought response pilot program is extending monthly support to 15,400 drought-affected beneficiary households in four communes (Tchaké, Tagazar, Dan Tchandou and Imanan). 9/25/2022 Page 1 of 9 The World Bank Implementation Status & Results Report Niger Adaptive Safety Net Project 2 (P166602) Cash transfer for resilience: The first cycle of monthly cash transfers over 24 months for 27,781 beneficiary households has been completed in April 2022. A new cycle for 60,000 new beneficiary households, initially scheduled to start in May 2022, is now expected to start in November 2022. Accompanying measures: Human capital building activities are ongoing in the beneficiary communities through general assemblies, group discussions and home visits. Eight modules have been delivered to the beneficiaries of the first cycle, namely i) child malnutrition, ii) early stimulation of children's language, iii) playing with children, iv) preventive care, v) curative care, vi) civil registration of births, vii) preparation, enrolment, and retention of children in school, and viii) pregnancy management, childbirth and birth spacing. The provision of productive inclusion measures to beneficiaries of the first cycle has experienced some delays and it has been rescheduled to start in parallel with productive inclusion measures for the second cohort of cash transfers for resilience. Cash for work: The implementation of CFW activities is advancing, although slower than planned.
