The Project restructuring facilitated the Government's achievement of the new DLIs on June 15, 2022, triggering a disbursement of US$54.625 million to the State Budget. The fastest progress has been recorded under Component 1 of the Project. The MoSP achieved 23 performance-based conditions (PBCs) in total, which triggered the disbursement of US$588.875 million out of a total of US$650 allocated for Component 1. Four results were achieved between November 2021 and June 2022, triggering the disbursement of US$104.625 million. Further achievement of one more PBC at the end of 2022 is projected to increase the project disbursements under Component 1 by USD$20 million. Under Component 2, a new action plan to ensure acceleration of the activities has been agreed and its implementation started. The agreed actions include (i) financing of the cloud storage for the Ministry of Social Policy (MoSP) data and servers for the Data Processing Center and (ii) provision of computer equipment for the MoSP staff and community-based welfare units to strengthen their capacity in supporting the growing numbers of poor and internally displaced persons (IDPs) and administering regular social assistance programs. During the war, the activities supporting transformation of residential institutions for children in four selected oblasts (the city of Kyiv, Kyiv, Chernihiv, and Ternopil) has been put on hold. The World Bank team and the MoSP agreed to closely monitor the situation in the regions and by the end of 2022 to conduct an assessment on the possibility of the resumption of activities under Component 3. On February 24, 2022, Russia launched an unprovoked invasion of Ukraine. Given that the war and resulting shocks affect the poor and vulnerable hardest, the Government introduced measures to support the SSN beneficiaries and adjust the payment model to deliver benefits to those who need them most. On March 7 the GoU adopted Resolution No 214 which regulates the provision of social assistance during the war. The Resolution envisages extension of benefits for the duration of martial law plus one month without re-enrollment for the GMI program.
