Progress towards achievement of the Project Development Objective (PDO). The project continues to make good progress towards the achievement of the PDO targets related to component 1, demand-led skills training. As of September 2022, the project has surpassed its target of 8,000 people completing demand-led skills upgrading programs, with a total of 10,712 completing training. Similarly, the target of 5,000 people completing skills training under Window 1 has been surpassed, with 9,563 people having completed training under window 1. Although the number of people trained and employed under window 2 (employer-led skills training) is 1,149 and has not yet reached the target of 3,000, skills upgrading is ongoing for 3,226 employees and it is expected that this target will be achieved as more grantees complete training in the coming months. Progress on PDO 1.2 target relating to the number of TVET programs participating in Window 1 reaching the milestone of 65 percent of graduates in productive employment after 1 year of completing the training program requires further time to evaluate. There are some indications that due to the economic situation in the country, employment opportunities for graduates (particularly in the formal sector) may be limited. The Skills Development Fund Secretariat (SDFS) is reviewing the interim data on the employment outcomes of trainees, and this information will be used to assess the likelihood of achieving this PDO indicator target. PDO indicator 3 which has to do with pilot accreditation with industry's participation, is likely to be met however, this requires documentation of industry involvement in student training assessment which will be shared in the coming month. Based on the current status, it seems likely that the project will achieve its overall development objective. Project Restructuring. The World Bank received a request to restructure the project from the MoF on July 20, 2022. The proposed restructuring is necessary to remove the reference to counterpart funding from the project financing agreement, and revise (downward) the end-of-project target for PDO indicator 2 from 300 TVET institutes covered under the TVET survey to 245 institutes due to the low response rate of TVET institutes and the overambitious target. Lastly, the restructuring will also seek a seven-month extension in the project closing date, to ensure an orderly completion of all project activities.
