society organizations, and vulnerable populations in their preparedness and response to the COVID-19 pandemic as well as for other health
emergencies in the project’s provinces.

Implementation Status and Key Decisions
The project was effective on November 22, 2021. The effectiveness condition was the completion of the Project Operation Manual, which was
acceptable to the Japan Social Development Fund (JSDF) and the Bank. The Institute of Social Development Studies (ISDS) has just received the
formal approval of the project from the Vietnam Union of Science and Technology Associations (VUSTA), which is in charge of managing local Non-
governmental Organizations, as required by the Government of Vietnam. The actual implementation will start soon.
