Among the remaining DLIs, the livestock breeding registration (DLI 3b), the irrigation efficiency improvement and Abiana recovery (DLI9) have been fully completed. The FY23 targets of the input subsidy (DLI 1) and crop insurance (DLI 10) have been achieved; FY24 implementation has started and will be completed by June 30, 2024. Under DLI9, the new electronic Abiana will be fully rolled out to all 61 Canal Divisions by the end of December 2023; the registration of tubewells has reached 85% and will be completed by March 31, 2024. Under DLI 8, the establishment of the regional lab and of the two remaining mobile labs will also be completed by the Department of Food by March 31, 2024. DLI 2, which aims at revitalizing the agriculture research and extension system, has also made significant progress with draft agriculture and livestock research strategies under discussion. In addition to the progress made by the different Departments on their respective DLIs, the Program Implementation Unit has efficiently completed the selection of the consulting firm to undertake the Program impact assessment. A launching workshop was organized on November 22, 2023, to frame the impact assessment, analyze the indicators and discuss the approach and methodology. Initiating the impact assessment more than six months before project closure will give time to carry out field surveys that would help measure SMART's impact on the ground, especially to the benefit of smallholder farmers.
