The volume of commitments increased since May 2023 by only US$0.35mln, while disbursements increased by US$2.35mln reaching US$26.63mln in total. Assessment of funds available for new commitments under the project indicates a financing gap of US$2.70mln demonstrating a need for optimization of the remaining packages to achieve the project development objctive. The project made good progress in commissioning all five project-financed water supply systems in Vosse district with the total value of works accounting for US$19.06mln. These systems (Chilla, Javoni, Tosqala, Gulteppa, Pushiyoni Miyona) supply drinking water to 155,000 people residing in 16,000 rural households, with 13,000 of them already registered with the Vosse WSW Utility as customers. The works on Vakhsh Inter- District Water Supply System (VIDS) comprising reconstruction of the main intake for the Vakhsh system and replacement of the main pipeline from the Water Treatment Plant to DC-1 in Kushoniyon (total length of 8.7 km) are also progressing. This may be explained by the fact that girls after 17 enter family life, get married, and become fully responsible for household chores, including fetching of water. In the assessed settings, water is collected at least twice a day, with the time spent in a round trip to the source and queuing for water collection ranging from 25 to 40 minutes in case of the public tap and from 25 to up to 80 minutes for other sources. A total of 7 WASH Committees have been established in Vosse district at lamoat level with 250 WASH volunteers identified out of the volunteers of the Healthy Lifestyle Centers and mahalla activists. The process of designing a customer satisfaction scorecard to be tested with the newly established Vosse utility and implemented has been largely delayed. Baseline survey results on customers satisfaction with community engagement process in Vosse Comments: district: When encountering water supply interruptions, 20% of respondents reported that they complained to the mahalla/village leader (23%) and more than 14% of respondents did not contact anyone. In 17% of cases when households contacted various authorities regarding water supply issues in the last 12 months, the issue remained unresolved with no significant differences across jamoats. Most often, it took one week to have the issue resolved (7%). Satisfaction with the community engagement processes is very low with less than 10% of respondents satisfied with the interaction process.
