No The World Bank Cote d'Ivoire Land Policy Improvement and Implementation Project (P157206) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING Project Status 1. The project has made considerable progress towards achieving its key development objective. Four out of six pre-requisites for large-scale rural land registration have been achieved, and there has been progress on the remaining two (technological innovation and regulatory reforms): AFOR has strong leadership, staff, and demonstrated capacity to manage the project; the new digital land information system (SIFOR) is now operational despite some technical details, which AFOR is working to resolve. Crucially, following the completion of the pilot phase, starting in May 2023 the service provides have embarked on a new phase of field operations, resulting in the production of 20,162 land certificates (LC) and 11,094 formal land use contracts through PAMOFOR-supported field operations, and unlocked land certification across the country: today there are more than five times more land certificates nationwide than at project effectiveness in July 2018. In total, over 41,000 landholders now have registered customary land use or ownership rights, benefitting an estimated 190,000 people in their households. 2. Overall, 74% of the key Results Framework (RF) indicator targets are well underway to be achieved: 24 masters courses for land sector professionals have already been completed (120% of the end of project target), 94% of the targeted Village Land Tenure Committees have been (re)established and trained on their responsibilities, and 10 647 (100.3% of the end project target) land sector stakeholders targeted for training under the project have already been trained. While some of the targets related to the Continuously Operating Reference Stations (CORS) network and SIFOR have not yet been achieved, AFOR has made great progress integrating existing LCs into the SIFOR (77% of the target achieved). The remaining targets are expected to be achieved by the end of the project as the SIFOR will be used to directly collect land registration data during the extension phase registration operations. 3. The second (extension) phase of land registration operations began in June 2023, paving the way for the project to deliver all 53,400 LCs targeted. The impact evaluation baseline covering more than 4,000 households was completed in November 2020, and a gender pilot is underway to test the impact of formalizing customary marriages and enabling husbands to voluntarily transfer and certify land parcels in their wives' names. A phone survey of 4,358 households (project and control) completed as part of the mid-term review of the project in June 2021 found that 93% of project beneficiaries sampled (including 93% of women beneficiaries) reported being satisfied with project interventions to date (higher than the results framework target of 90%). The project has so far delivered 22% of all LCs to women landholders and aims to achieve 30% female beneficiaries by the end of the project. 4. Since the extension phase was launched in, 77% of the expected LC applications have already been processed, and 44% of the expected formal land use contracts are completed. Until now, the registration operators have been focused on delivering LCs first, and then delivering land use contracts, which explains the lower delivery rate of land use contracts as compared to LCs. Moving forward, the operators will adopt a systematic process for producing land use contracts at the same time as LCs to accelerate contract delivery. There is also very strong demand for land certificates in the project areas, and AFOR will adjust the registration operators' contracts to focus the field operations in areas where many land certificate applications remained incomplete. Importantly, AFOR is now rolling out a digital and automated quality control system to remove a key bottleneck to LC delivery. Rationale for restructuring The World Bank Cote d'Ivoire Land Policy Improvement and Implementation Project (P157206) 5. The project team has identified the need to revise the LC beneficiary target and one intermediate indicator to better track project investments and results. The current PDO target of 214,134 people with use or land ownership rights recorded assumes that an average number of 2.41 people benefit from each LC based on the actual average observed during the pilot land certification phase (the only data available to estimate this target a priori). The average number of people (2.41) registered on the land certificates generated by PAMOFOR during the pilot phase does not correspond to the realities on the ground during the extension phase. 6. Thus, we suggest adopting a mean of 1.3 people appointed per certificate for the 33,238 certificates remaining to be delivered before the end of the project to encourage the certification of women's rights. To this result is added the number of beneficiaries of land use contracts (85,440). We suggest, based on the above, the following new target: 158,587 LC beneficiaries instead of the 214,134 recommended during the previous adjustment. 7. For the same reasons, the sub-indicator "Target population with ownership rights recorded as a result of the project" is proposed to be revised to reflect more precise data available at this point in the project execution, compared to the initial forecasts based on approximate estimates in the absence of available statistics. The adjustment of this target to 128,694 (during the first restructuring) was based on the average number of people (2.41) registered on the LCs generated by PAMOFOR during the pilot phase. Thus, based on the suggestion of adopting an average of 1.3 people named per certificate (to encourage the certification of women's rights) for the 33,238 certificates remaining to be delivered before the end of the project, we add to this result the number of beneficiaries of current land certificates (29,938). As such, we suggest the following new target: 73,147 in place of the number of 128,694 recommended during the previous adjustment. 8. Finally, the intermediate sub-indicator "Proportion of land certificates that use CORS installed by the project" is proposed to be dropped, as none of the land registration operators have so far used this technology, which is however used by other sectors. 9. Against this background, the Results Framework restructuring - this would be the second restructuring of the RF during the project – will ensure an updated tracking of project results. II. DESCRIPTION OF PROPOSED CHANGES 10. As described above and summarized in Table 1 below, this Results Framework restructuring would revise the targets for one PDO indicator (“Target population with use or ownership rights recorded as a result of the project”) and the related sub-indicator "Target population with ownership rights recorded as a result of the project" to reflect the updated estimate of the number of land certificate beneficiaries. Also, the intermediate sub-indicator "Proportion of land certificates that use CORS installed by the project" is proposed to be dropped.
