Since the last Implementation Status and Results (ISR) Report, there has been progress in implementing activities, especially the implementation of the Upper Secondary Reform (Novo Ensino Médio, NEM) Curricula and itinerary of technical and/or professional education in all 27 states. Two PDOI were already achieved (PDOI 2 and 4). PDOI 1 and 5 are on track towards achieving final targets. PDOI 3 was dropped in the previous restructuring. Most DLIs have already been achieved, and some are partially disbursed (DLIs 8, 11, 12, and 13). It is important to note that strengthening the Program Management Unit has helped with Project implementation, showing progress also for the Environmental and Social Commitment Plan (ESCP) activities. However, challenges remain to increase the efficiency of procurement processes and verification of eligible expenditures. Following the average time required to carry out bidding processes, the risk of non- execution of Component 2 activities is significant. Moreover, the verification of eligible expenditure is a challenge for the Project because of the proximity to the project closing.
