The Program continues to make good progress towards its development objectives. Overall disbursement is US$ 154.8 million (75%). DJIBOUTI. The project successfully came to an end on September 25, 2023 with a Satisfactory rating towards the achievement of PDO. The allocated funds of US$ 6 million were fully disbursed. The project fully achieved or exceeded all five PDO indicators. Out of 9 interim results indicators (IRI), the project fully achieved or exceeded 7 IRIs, achieved one IRI by 84% and achievement level of one IRI is pending confirmation by the client. Financial closing is underway. The project progress toward the achievement of PDO is Satisfactory. The project disbursement is US$ 91.3 million (74%). Implementation of Component 1 (Desert Locust Monitoring Control) remains Satisfactory with, among others, productivity of 82,174 ha of affected pasture/range land has been successfully restored, and pesticides inventory is being stored in line with the appropriate international standards. Components2 (Livelihood Protection and Rehabilitation) and Component 3 (Strengthening Early Warning Systems and Preparedness) are maintaining steady progress. About 96% of the affected farmers have received input packets for farming and 94% of the affected livestock holding households have received emergency forage. The project progress is slow in the Tigray region due to the conflict and security. Recently the security situation has improved improved and the the third party implementation arrangement by UNOPS for Component 2 will be ending on January 31, 2023. Thereafter, the Regional Bureau of Agriculture will assume the full responsibility for the implementation. KENYA. The project performance towards the achievement of PDO is Satisfactory. The disbursement is US$ 57.36 million (74%). Implementation of Component 1 (Surveillance and Control Measures) Component 2 (Livelihoods Protection and Rehabilitation) is Satisfactory with successful completion of all planned activities and the results achieved including a significant increase in the number of farmers benefitting from the microproject window, the subproject window and the farmer producer organizations. In 15 project counties and 144 intervention wards,144 Community Driven Development Committees are active with a membership of 223,400 (143,000 females, 80,400 males). Component 3 (Coordination and Early Warning Preparedness) continues to perform Satisfactorily. With the project support, the government recently successfully controlled two waves of locust swarms; a total of 226 swarms and 5 hopper bands were treated, 109,237 ha of land area were sprayed, control bases for surveillance and control operations were set up. The project in collaboration with the FAO has helped the Ministry of Agriculture in formulating a Migratory and Invasive Pests Management Strategy. MPA Program Development Objective MPA PDO Table To respond to the threat posed by the locust outbreak and to strengthen systems for preparedness. MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body The Emergency Locust Response Program (ELRP) is an emergency regional integration project under the multi-phase programmatic approach MPA). The program provides funding across 3 technical components: Component 1 (Surveillance and Control Measures) addresses the immediate threat posed by the locust desert (DL) upsurge; Component 2 (Livelihoods Protection and Rehabilitation) safeguards food security of affected households and restores farmers and livestock herder to productivity in the wake of a DL invasion; and Component 3 (Coordination and Early Warning Preparedness) aims to strengthen national systems and regional cooperation to address future threats. The ELRP-MPA program, with its Phase 1 first-moving countries, was approved by the World Bank's Board of Executive Directors on May 20, 2020, with an overall IDA financing envelope of US$500 million equivalent. Through 3 phases, the ELRP MPA has committed US$375.7 million equivalent to 5 countries and one regional organization. Phase 1 has committed US$207 million equivalent in grants and credits to Djibouti, Ethiopia and Kenya. Djibouti Project was successfully completed on September 25, 2023 with 100% disbursement of the allocated funds of XDR 4.4 million equivalent (US$ 5.84 million). Preparation of an interim ICR is underway. Kenya Project: An additional finance (AF) of US$35 million equivalent was approved in March 2022. It increased the Kenya project financing to US$78 million. The Kenya Project is scheduled to close on December 31, 2024. Ethiopia Project: A minor restructuring was completed in December 2021. An AF of US$60 million equivalent to Ethiopia was approved in June 2022. Ethiopia Project financing, therefore, arose to US$123 million. The Ethiopia project is scheduled to close on December 31, 2026. Phase 1 is currently 75.14% disbursed. Phase 2 was approved on June 29, 2020, providing a US$40 million equivalent grant to Somalia. An AF US$75.0 million was approved in June 2021. The Phase is 98.1% disbursed. The project is scheduled to close on March 31, 2024. Phase 3 was approved in June 2021, with a US$50.7 million grant to South Sudan and a US$3.0 million grant to the Intergovernmental Authority on Development (IGAD). The phase is 72.61% disbursed. This phase is due to close on August 30, 2024. The desert locust upsurge was declared over as of March 2022, and ELRP contributed significantly to swarm surveillance by financing operations on over 10 million hectares of land. It also financed locust control (ground and aerial) on over 530,000 hectares across Djibouti, Ethiopia, and Kenya. Investments include training over 700 frontline staff on desert locust management and providing awareness raising activities directly with over 40,000 12/22/2023 Page 2 of 10 The World Bank Implementation Status & Results Report Emergency Locust Response Program (P173702) community members. ELRP has financed, inter alia, the purchase of over 24,000 pieces of personal protective equipment, ultra-low volume spraying equipment for back-pack and vehicle-based control teams, the lease of 6 airplanes, the purchase of one spray plane and drones, and the lease of helicopters. Before ELRP was approved, the locust affected area already had over 22 million acutely food insecure people, so the project was designed to positively impact food security in two ways: (i) stop the invasion as quickly as possible; and (ii) protect food security by providing safety net support to the most vulnerable households and support them to return to cropping and livestock rearing as soon as possible after an invasion. ELRP direct support for food security started during the control phase and continues with some countries scaling up to meet the increased challenges presented by the confluence of COVID-19, desert locust, inflation, conflict drivers and shortages and price hike due to Ukraine-Russian war . The project has targeted 1.6 million vulnerable households with direct income. Investments in national preparedness are underway and include investments in technology, training, and strategic partnerships to improve the ability of the countries to monitor, forecast, and provide early warning of a desert locust threat. The ELRP countries are already part of the FAO/Desert Locust Information System (DLIS) and are investing in the survey/data information collection tools to fully engage in ongoing surveillance. Much of the training and technology can be applied to surveillance against other transboundary pests, such as fall armyworm, quelea bird, and other invasive pests. The transboundary pest platform managed by IGAD including two working groups—one on capacity building, and one on early warning systems are operational. A regional workshop in October 2022 on data and early warning systems created a forum for national focal points from member states to map data collected by member states and the partners to identify any data gaps; establish the technologies used in data collection through user experience sharing; establish data analysis and information developed from collected data and supporting data; and conceptualize draft data sharing framework for a regional early warning system. IGAD Ministerial Meeting on August 9, 2023 endorsed the ELRP-IGAD prepared Policy for Sustainable Management of Desert Locust and other Transboundary Pests for implementation by the member countries. In Nov 2023, An IGAD organized regional event achieved the following: (i) Djibouti, Ethiopia and Somalia singed a MOU for Cross-boundary Pests Management through an MOU; (ii) a harmonized framework for the revision and development of National Pest Management Plan; (iii) A committee formulated to guide the implementation of the articles of the MoU; and an agreed plan for the member countries to adopt their existing pest management plans to the agreed guidelines.
