The number of farmers reached with agricultural assets or services reached 684,399 people (including 189,844 women - 127% of the target) for an end of project target revised upwards to 500,000 people at mid-term review, showing an achievement of 113%. In addition, surface area under improved technology disseminated by the Project (39,525 ha) as well as those under Climate Smart Agriculture (CSA) technologies and practices (2,587 ha) reached respectively 99% and 86% of the target. Indicators on areas under improved technologies, CSA, yields, and beneficiaries' satisfaction rate will evolve and are likely to be achieved, with the ongoing last survey and data collection. 12/22/2023 Page 1 of 9 The World Bank Implementation Status & Results Report Climate Resilient Agriculture and Productivity Enhancement Project (P162956) Achievement of Intermediary indicators: The target on the adoption of demand driven and CSA technologies was achieved (21 technologies vs. 20 expected at the end of the project) as well as the number of functional regional innovation platforms set up (9 innovation platforms-100% achievement). Overall, 15 young researchers, including 10 Master and five (5) PhD, benefited from the project funding, of whom 13 (10 Master and 3 PhD will complete their training before December 31, 2023, and the remaining two other will defend their thesis in 2024. The production targets for foundation seeds (97 tons of cereals and 48 tons of other crops, for a total of 145 tons) as well as of R1/R2 certified seeds (850 tons) are also on track. Indeed, 92 tons of cereal foundation seeds and 32 tons of other crops were already produced. Targets will be reached and even exceeded with the last harvest on the current 658 hectares. The project also supported the development of the last policy reform - the Agro-Sylvo-Pastoral policy - in addition to the three other reforms already developed, including (i) the Medium-Term Plan for Agricultural Research, (ii) the feasibility study for the revitalization of seed sector, and (iii) the National Strategy for Agricultural Extension and Advisory services. With the support of the International Center for Tropical Agriculture Alliance (CIAT) and Bioversity in support to the Chadian Institute of Agricultural Research for Development (ITRAD) and under the Coordination of the West and Central African Council for Agricultural Research and Development (CORAF/WECARD), three (3) climate-smart villages for the dissemination of CSA technologies and practices were established. In addition, project support in the dissemination of meteorological bulletins continued in 2023 and the National Meteorology Agency (ANAM) was supported to produce and disseminate 18 weather bulletins which were broadcasted through local radios. The greatest innovation of the project was the establishment of an e-voucher and an e-extension platforms that allowed the government to fill the gap of the lack of enough extension workers to provide agricultural advisory services to farmers, and the establishment of a transparent mechanism for the distribution of input-subsidies in the project intervention areas. To date, 133,656 farmers were enrolled in the e-voucher platform, and 118,438 calls were received through the e-extension platform from farmers requesting advice and counselling on agricultural production techniques, via the toll free number provided under the project. Significant results were also obtained through the financing mechanism of sub-projects for sustainable intensification of crop production systems. Overall, 2080 sub-projects were financed (with respectively 64% and 52% women and young people beneficiaries against a target of 40 and 50% respectively), showing an achievement of 99%, as well as CSA sub-projects whose target was achieved at 90%. Moreover, 179 diversification sub- projects were implemented against a target of 250 sub-projects, and the expected respective proportions of 40% and 50% of female and young beneficiaries exceeded expectations (59% and 51%). More than 5,200 people benefited from training on productive assets and the number of direct beneficiaries using agricultural climate services exceeded the target (190%). The CERC Component has been fully implemented in collaboration with the World Food Program (WFP) and the Food and Agriculture Organization (FAO) as part of the response to the COVID-19 pandemic. Overall, 20,000 people benefited from the project's productive assets (in collaboration with the international migration organization - IMO) and more than 2,100 tons of oilseeds and cereal seeds, as well as16 tons of vegetable seeds were distributed to beneficiaries. In addition, 100,000 beneficiaries received vegetable production tool kits and 194,952 people received food assistance thanks to the project. The Government also complied with the target time of 4 weeks to make eligible funds available in a context of a crisis or emergency. As far as project management is concerned, two (2) technical audit reports on the implementation of matching grants were submitted compared to five expected due to the delay observed in the financing of sub-projects. Four (4) out of the five (5) annual audit reports expected were submitted without major qualification. The last report is expected in 2024 and will cover the year 2023 and the grace period. The grievance redress mechanism is also in place and was operational thorough the implementation of the project. The project disbursement rate was 82.30% as of November 30, 2023. The project team is recommended to complete residual activities and ensure that all civil works and studies were completed before December 31, 2023.
