The project was restructured in June 2023 to reflect the new institutional arrangements under the leadership of the Ministry of Economy and Finance (MEF). The project has disbursed US$183.85 million, equivalent to 91 percent of the grants. Strengthening the resilience capacity of community-based organizations (South): 38 peacebuilding committees (PBC) were established across 16 relocation sites in the South (69 percent of the final target). Of these, 33 percent are led by women. These committees have carried out a total of 326 peacebuilding activities. In terms of capacity building, 245 community-based organizations (CBO) have been mapped, and 176 training sessions delivered benefitting 1,614 community members, including host communities. Community dialogues have been carried out in all 16 selected relocation sites in the south. (North): youth dialogues were held in 4 northern districts where peace Committees were created and 80 Peace Mobilizers were trained.  Subcomponent 1.2. Provision of social services for vulnerable households and individuals (South): 29,252 trauma survivors have been assisted across NCRP South; 10 Child Protection Committees (CPC) are functioning; while GBV/SEA referral pathways have been established in 15 relocation sites; 8 schools are being targeted with school-based psychosocial support. Cumulatively, 47,500 people were registered in the South with direct support of the NCRP. (North): 85,602 people have been registered in the North so far. Cumulatively, the NCRP (south and north) has reached 133,000 beneficiaries of civil registration (22 percent of the final target).  Component 2: Provision of livelihoods and economic opportunities for IDPs and host communities (South): (i) 3,668 youth have graduated from small business management training courses; (ii) 1,456 youth have graduated from technical and vocational courses, which include construction, plumbing, electricity, motorcycle mechanics, horticulture, poultry farming, carpentry, and cooking; (iii) 754 people have received self-employment kits; (iv) over 3,705 local jobs have been created by the NCRP activities of component 3 corresponding to 13.2 percent of the final target. A total of 8 Fisheries Community Centers (Centros Comunitários de Pesca-CCP) were revitalized, and 280 fishermen completed training in resource management, prohibition of harmful gear and fishing of prohibited species, and protection of marine habitat. 17 fishing boats will be distributed in early 2024. (North): (i) 2,200 beneficiaries have graduated from small business management training courses in all 5 districts; (ii) 2,000 people have received self-employment kits for trading, poultry, fish processing, and horticulture.  Component 3: Rehabilitation, Construction, and Equipment of Climate Resilient Public Infrastructure (South): (i) 204 collective toilets and 159 hand-washing points, reaching 75,000 IDPs and host community members were delivered. A total of 51 water boreholes equipped with manual pumps were constructed or rehabilitated across the 16 relocation sites and host communities. The drilling of new 16 boreholes in relocation sites has been completed, 5 small water supply systems were rehabilitated, and the extension of the distribution network was completed in 3 water systems. The construction of 4 business incubators is underway and will be completed in June 2024. Health infrastructure: 5 Health Centers (HCs) are under construction, of these, three are scheduled for delivery to authorities by March 2024. In addition to the 10 ambulances allocated to the southern districts in March 2023, other 10 pick-up vehicles were purchased and are at registration in Maputo. Education infrastructure, the construction of 7 schools (out of 21) is in progress and works will be completed by July 2024. (North): The preparation of detailed designs for the 9 water supply systems is underway and the tender will be launched in January 2024. Civil works are scheduled to start in February 2024 and be completed in August 2024. The tender for the rehabilitation of the fish market in Palma is at the evaluation stage and work will start in February 2024. The detailed design for the rehabilitation of the fish market in Macomia is at the approval stage and the tender will be launched in March 2024. The tender for the acquisition of equipment for the rehabilitation of the Awasse power substation and the transmission line across the Messalo River is at the evaluation stage and delivery of equipment to EDM is expected by September 2024. Heath infrastructure: (i) 2 Health Centers (Namacande and Muambula) are at the tendering stage; (ii) the design for rehabilitation of District Hospitals of Macomia and Mocímboa da Praia are also at the tendering stage; (iii) detailed designs for 3 Health Centers in the districts of Muidumbe, Palma, and Mocímboa da Praia have been completed. Education infrastructure: The status of 19 schools identified for rehabilitation under the NCRP (green list) is as follows: the rehabilitation of the Secondary School of Palma is underway and works will be completed in March 2024; the rehabilitation of three schools in Mocimboa da Praia is at evaluation stage and works will start in February 2024. The preparation of detailed designs for the rehabilitation of 11 schools in Palma and Macomia using the prototypes from South Cabo Delgado is underway and the tender will be launched in February 2024. Finally, the technical assessment for the rehabilitation of the school of Nova Zambezia (Macomia) is completed, and the tender will be launched in March 2024.  Rehabilitation of public buildings (North): 30 modular container-type offices in the 5 districts are completed and delivered; UNOPS has also completed the connection of electricity to all offices. 510 tents for offices are installed (of a targetted 600). Other 90 tents were not delivered because there is no population in the identified locations due to insecurity. MEF has agreed with MINEDH to use these tents as temporary classrooms for schools to be rehabilitated under the NCRP. The rehabilitation of a total of 17 public buildings is in the scope of NCRP (green list). The rehabilitation of the first 5 public buildings (4 for public administration, and 1 for civil registration) in Muidumbe is underway; the tender for the rehabilitation of two buildings in Quissanga is under evaluation and work will start in February 2024; the detailed designs and bidding documents for the rehabilitation of other 9 buildings (8 public administration and 1 notary) in Macomia, Quissanga, MdP, and Palma have been completed and tender will be launched in January/February 2024.
