The Immediate Response Mechanism (IRM) was activated on April 9, 2020, and US$73.5 million of un-disbursed funds were re-allocated to the Contingency Emergency Response Component (CERC) supporting the COVID-19 response in the Health and social protection sectors. The Board approved an Additional Financing to replenish this amount on September 30, 2020, and 12/20/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) became effective on March 29, 2021. The Mid-Term Review (MTR) of the Project was implemented in December 2022; since then, a proactivity action has been under implementation satisfactorily by the two Project Implementation Units (PIUs). To date, the Government has disbursed US$100.6 million, corresponding to 48.84 percent of the grant. Project status: Progress on Component 1.1 (Housing): (i) construction of the first batch of 210 Core Houses (out of a total of 360) in the town of Guara Guara, District of Búzi; (ii) completed the process of acquiring construction materials and trained 937 artisans for the construction of 685 Core Houses, of which 506 in the District of Dondo and 179 in the District of Nhamatanda; these works are expected to be completed in March 2024; (iii) agreed with the Municipality of Beira and local authorities, on the construction of the first 756 Core Houses in the City of Beira, to be completed by March 2024. Progress on Component 1.2 (Public Infrastructure): (i) the resilient rehabilitation works of 23 public buildings are underway, 16 buildings in the Province of Sofala (12 buildings) and the City of Beira (4 buildings), and 7 buildings in the Province of Cabo Delgado (3 buildings in the City of Pemba; and 4 buildings in Ibo Municipality). The rehabilitation of the Ibo jetty, in the Province of Cabo Delgado and the docking of Búzi, in the Province of Sofala, is also underway. The first public building works are expected to be delivered in March 2024, while the port infrastructure will be completed by May 2024. Progress on Component 1.3 (Private Sector Recovery): the Matching Grants Program reached 74 Micro and Small Enterprises (MSEs), achieving 13 percent of the final target (550 MSEs), these beneficiaries have already received goods and services with a total value of 108.4 million Meticais (US$1.7 million). In addition, another 175 MSEs have already signed agreements with GREPOC totaling 186.3 million Meticais (equivalent to US$2.8 million), within the scope of the First Application Window, of which 28% are companies managed by women. 425 beneficiaries were also selected from a total of 3,799 applications under the Second Application Window, with the respective grant agreements expected to be signed in the 7 most affected provinces between December 2023 and March 2024. Progress on Component 2.1 (Coastal Resilience): After completion of all feasibility and detailed design, along with ESS documents, the tender for civil works is expected to be launched by December 20th, and works are expected to begin in March 2024 and be completed by the closing date of the project. The Livelihood Restoration Plan (LRP) was drawn up for fishermen and economic operators who will be affected by coastal protection works, as the social and environmental assessment concluded that there was no need for resettlement. Approved by KfW, 15 million Euros for the co-financing of coastal protection works in the city of Beira, with the respective Financing Agreement expected to be signed by the end of December, in addition to the 30 million Euros made available by Invest International in March 2023. Progress on Component 2.2 (Drainage System): Work is expected to begin at the beginning of February 2024 in the channels free of resettlement. The Resettlement Action Plan (RAP) has been prepared and reviewed. Approved 33.9 million Euros from Invest International to co-finance the drainage works, and the process of signing their respective financing agreement is underway. Component 3: The GREPOC and AIAS Implementation Units are fully operational. GREPOC has replaced the Project Coordinator. Component 4. CERC: The implementation of this component was completed in June 2021 in the Health sector and in December 2021 in terms of Social Protection. The CERC Implementation, Performance, and Impact Assessment Report was completed in September 2022. The assessment found CERC's performance to be Substantial, as a result of completion, as of the assessment date, of all fiduciary processes and delivery of all assets and services provided, which contributed to mitigating the negative impacts of the Coronavirus (COVID-19).
