The higher-level objective of the BIP, to which the project contributes, is to promote sustainable land use and improved forest management in the Cerrado, the second largest biome in Brazil and South America, leading to reduced pressure on its remaining forests, reduced GHG emissions and increased CO2 sequestration. The Project is a result of the collaboration amongst the Ministry of Agriculture and Livestock (MAPA), the Brazilian Forest Service (SFB), the National Rural Learning Service (SENAR), and the German Technical Cooperation Agency (GIZ); and with technical collaboration of the National Institute for Space Research (INPE) and the Brazilian Agricultural Research Corporation (EMBRAPA). 12/20/2023 Page 1 of 9 The World Bank Implementation Status & Results Report Integrated Landscape Management in the Cerrado Biome Project (P164602) The results achieved so far under the Project Components are: Component 1: Institutional Development and Capacity Building for Landscape Management. Supporting the development of capacities at the national and local levels to plan and implement a landscape approach in the selected watersheds. The first major result of the component was the selection of priority watersheds. Currently, there as 71 identified preliminarily, in seven states: Bahia, Goiás, Maranhão, Minas Gerais, Mato Grosso do Sul, Mato Grosso and Tocantins. Some smaller watersheds in Mato Grosso and Goiás states were grouped with others, so that today the project is working in ten target watersheds. The Project is also supporting studies and Rural Environmental Cadaster System (SICAR) improvements, and also an evaluation on the Brazilian low carbon agriculture plan from MAPA (ABC+ Plan). Additionally, equipment to strengthening INPE, EMBRAPA and SFB were acquired and installed to date. TerraClass 2020 was launched in December 2022. TerraClass aims to map classes of use and land cover (secondary vegetation, agriculture, livestock, mosaic occupation, forestry, urban areas) in all states of the Cerrado Biome. The Cerrado Biome annual deforestation rate for 2021-2022 based on satellite imagery was launched on December 14, 2022. In 2021, the area where native vegetation was suppressed totaled 8,531.44 km². The highest percentages of deforestation were recorded in the states of Maranhão (26.51%), Tocantins (19.9%), and Bahia (13.36%). It is the third year in a row that deforestation has increased in the biome. Another result under the Component was the completion of an evaluation of the achievements of the government's Low Carbon Agriculture Plan (ABC Plan) over the period 2010 through 2020, including initial support for the proposal of a second phase "ABC+". Component 2: Mainstreaming Landscape Practices into Selected Watersheds. Promoting the adoption of low-carbon emission agricultural practices and restoration practices within private landholdings and help improve production efficiency and environmental compliance. By June 2022, the major result achieved is that 63 municipalities and 3180 landholdings have been supported with Technical and Managerial Assistance (TMA). Field activities implementation pace has accelerated. The two watershed that concentrate the largest number of properties supported by the Project are: (i) Triângulo Mineiro watershed in Minas Gerais State, with a total of 2064 (43%) landholdings, and (ii) Brejolândia watershed in Bahia State with 1083 landholdings (22.6%). In the first half of 2022, there was a significant increase in the adoption of low-carbon agriculture practices by project producers compared to the previous semester. At the end of the second half of 2021, the total area where low carbon practices were adopted was 12,305 hectares in 711 rural properties, which increased to 50,649 hectares, an increase of 38,344 hectares (311%), covering 2,219 properties. These areas represent 10.9% of the productive area of these properties and 7.8% of their total area. EMBRAPA has prepared technological packages for restoration of degraded areas and renovation of pastures. These include guides, courses, publications and materials being used as basis for training of Technical and Managerial Assistance (TMA) agents and of farmers. EMBRAPA carried out basic and advanced training courses for TMA technical staff, supervisors and coordinators on restoration and re-composition of degraded native vegetation and on renovation of degrades pastures. Component 3: Project Management, Monitoring, Evaluation and Communication. The Project coordination is carrying out all managerial and operational procedures as well as inter-institutional communication needed to coordinate, implement and monitor the Project. The approved project communication plan is under implementation. A monitoring and evaluation system has been developed and indicators are likely to be revised to report accurately the results being achieved. An 23-month extension of the Closing Date was approved, the project's new Closing Date is November 30, 2025, which will enable the project to deliver one more year of Cerrado Deforestation map, and to prepared a more detailed mapping of the areas of intervention. Technical assistance should be concluded by the end of 2024, and no more landholdings will enter the project as of now. The teams have prepared the action plan for the first 3 priority areas. National Rural Learning Service (SENAR) has completed the survey of landowners in one of the priority areas, but technical assistance visits had been put on hold due to the new corona virus outbreak, from March to May. Since June 2020, few field visits have re-initiated, but the implementation pace has been slowed down following local legal restrictions to prevent COVID 19 contamination and by the request of farmers. This indicator monitoring methodology was reformulated to better reflect its achievement and handle the amount of data being generated by the Project. Thus, there was a significant decrease in the value reported from November, 2020, to May, 2021. This decrease impacted the gender-disaggregated data from this indicator as well. The Project Execution Unit (PEU) is recalculating the previous values of the indicator achievements as part of the Mid Term Review activities. The project faced difficulties in promoting specific conservation and recovery practices, and to improve their implementation, a firm was hired to deliver specific training to the technical assistants and to the landholders, to demonstrate the value and the potential results that can be achieved implementing this practices along with the Low Carbon practices.
