                       Electricity Access and Service Expansion Project
                        Second Amendment to the Financing Agreement

Excellency:

        We refer to the Financing Agreement between the Democratic Republic of Congo (“Recipient”)
and the International Development Association (“Association”), dated June 13, 2017, as amended on
December 6, 2021, for the above-referenced Project (the “Financing Agreement”). The capitalized terms
used in this amendment letter (the “Amendment Letter”) and not defined herein have the meanings
ascribed to them in the Financing Agreement.

        We also refer to your letter dated February 25, 2023, and follow-up conversations requesting an
extension of the Closing Date and the removal of the Project activities related to the Mobayi rehabilitation
civil works under Part A.2 of the Project. We are pleased to inform you that the Association agrees to your
request and proposes to amend the Financing Agreement as set out below. The extension of the Closing
Date will be made effective through separate notice addressed by the Association to the Recipient.

1.      Part A.2 of Schedule 1 to the Financing Agreement is hereby amended to read as follows:

        “Rehabilitation of Gbadolite distribution network, including: (a) the rehabilitation of the
        transmission network from the Mobayi plant to Gbadolite; (b) the strengthening of the Gbadolite
        network to improve service and provide new service to those without electricity connection; and
        (c) the carrying out of study(ies) of the protection of the riverbank against erosion near Mobayi
        power plant.”

2.      Section IV.B.2 of Schedule 2 to the Financing Agreement is hereby amended to read as follows:

              “2. The Closing Date is June 30, 2024.”

3.      The following definition of the Appendix to the Financing Agreement has been amended to read
        as follows:

        ““UCM” means the Project coordination and management unit of MERH.”

          All other provisions of the Financing Agreement that have not been amended hereby shall remain
in full force and effect.

        Please confirm your agreement with the proposed amendment, on behalf of the Recipient, by
countersigning and dating the two original copies of this Amendment Letter and returning one
countersigned and dated original to the Association. Upon receipt by the Association of the countersigned
and dated original copy, the Amendment Letter shall become effective as of the date of countersignature.
