                                       Amendment to the Financing Agreement

        Dear Excellency,

               We refer to the Financing Agreement for the above-captioned Project between the Federal
        Democratic Republic of Ethiopia (the Recipient) and International Development Association (the
        Association), dated September 29, 2017, (the Financing Agreement). We also refer to your letter
        No. (I.F.R.E 4/2/534) dated October 23, 2023, requesting the Association for Restructuring of
        ESPES to adjust allocations under the two categories of the Grant.

                 Consequently, the Financing Agreement is hereby amended to read as follows:

              1. The table set forth in Section V(A) (2b) of Schedule 2 to the Financing Agreement is
        amended as set forth in the Annex to this letter (Amendment Letter).


                The provisions set forth in this Amendment Letter shall become effective as of the date of
        the countersignature upon receipt by the Bank of one fully executed original of this Amendment
        Letter.
