The Design and Supervision consultancy, which will provide revised and more accurate cost estimates of project works, is expected to provide preliminary designs by February 2024. However, early works which require minimal design, should be identified by December 2023 and go out to the market in the same month. Beyond this, the Ports Strategic Plan and Chuuk Lagoon Maritime Access study is underway and expected to be completed by February 2024. Finally, the Contingent Emergency Response Component (CERC) is nearly complete. The last item, the sea ambulance arrived on September 28, 2023 at the port of Chuuk. The training is expected to take place in December 2023 with the supplier sending its representatives to Chuuk. 12/12/2023 Page 1 of 7 The World Bank Implementation Status & Results Report Federated States of Micronesia Maritime Investment Project (P163922) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Moderate Moderate Substantial Macroeconomic Moderate Moderate Moderate Sector Strategies and Policies Moderate Moderate Moderate Technical Design of Project or Program Moderate Moderate Moderate Institutional Capacity for Implementation and Substantial Substantial High Sustainability Fiduciary Substantial Substantial Substantial Environment and Social Substantial Moderate Moderate Stakeholders Low Low Moderate Other -- Substantial Substantial Overall Substantial Substantial High Results PDO Indicators by Objectives / Outcomes Efficiency IN01348673 ►Reduction in cargo vessel turnaround times at project port(s) (Minutes, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 1,620.00 1,620.00 1,620.00 1,590.00 Date 25-Feb-2019 03-Feb-2023 21-Sep-2023 01-Aug-2024 IN01348822 ►Increase in container yard productivity at project port(s) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 10.00 Date 25-Feb-2019 03-Feb-2023 21-Sep-2023 01-Aug-2024 12/12/2023 Page 2 of 7 The World Bank Implementation Status & Results Report Federated States of Micronesia Maritime Investment Project (P163922) Safety and security IN01348821 ►Project ports fully compliant with ISPS requirements (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 4.00 Date 25-Feb-2019 03-Feb-2023 21-Sep-2023 01-Aug-2024 Climate resilience IN01348674 ►Project ports rehabilitated with at least one climate resilience measure (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 4.00 Date 25-Feb-2019 03-Feb-2023 21-Sep-2023 01-Aug-2024 IN01348675 ►Ports with sectoral and contingency planning tools that address natural disasters and climate change (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 4.00 Date 25-Feb-2024 03-Feb-2023 21-Sep-2023 01-Aug-2024 CERC manual in place and in use. Based on 2021 FSM statistics, a total population of 104,823 is estimated as the end target value. The standard definition of this indicator is provided below: Number of direct and indirect beneficiaries that experience improved access to transport infrastructure and services that have been built or rehabilitated through a World Bank-financed project (including Comments: highways, rural roads, urban and interurban roads, mass transit systems, ports/waterways, railways and airports). Beneficiaries typically experience reductions in cost and time to travel and/or improvements in safety, as well as increased access to markets, job opportunities, and health and education services. In addition, indirect beneficiaries would typically experience reductions in cost and transit time in the delivery of inbound and outbound cargo. The GRM is accompanied by an online portal to log enquiries or complaints. The CIU Program Manager is responsible for receiving complaints and referring them to the relevant Safeguards counterpart within the corresponding Implementing Agency to resolve. While the GRM has been set up and has an assigned person responsible to handle any complaints, none have been received as no physical works are currently underway. The project has a stakeholder engagement plan that is regularly updated to align with the project's work plan that sets out consultation and information dissemination requirements and assigned responsibilities Comments: for carrying these out. In the next six months, we expect the following stakeholder engagements to take place:  Comp 1: Maritime Infrastructure. Project specific Needs Assessment consultant teams will individually meet the stakeholder groups as required, including port users and surrounding communities.  Comp 2: Maritime Safety & Security. Extensive consultations with civil society organization stakeholders and relevant government agencies in the design and preparation of GBV and anti human trafficking mitigation and awareness raising program. 12/12/2023 Page 5 of 7 The World Bank Implementation Status & Results Report Federated States of Micronesia Maritime Investment Project (P163922)  Comp 3: Technical Assistance Port Planning & Project Management. Regular consultation with all project stakeholder groups, including communities for port planning. The Chuuk Lagoon study especially will require extensive consultations with communities and land owners.
