Introduction/Project Description The East Kalimantan Jurisdictional Emissions Reduction Program (EK-JERP), supported through the Forest Carbon Partnership Facility (FCPF) funding and administered by the World Bank, seeks to incentivize reduced deforestation and forest degradation in East Kalimantan province, through payment for verified emission reductions. Revenue from the verified emission reduction payment will be distributed amongst relevant stakeholders in accordance with a pre-agreed Benefits Sharing Plan. In 2021-2022, World Bank along with the Directorate of Climate Change Mitigation, the Directorate General of Climate Change of the Ministry of Environment and Forestry and the Provincial Government of East Kalimantan agreed on the need to implement the Enhancing Access to Benefit while Lowering Carbon Emission (EnABLE) Program to ensure distribution of the results-based payments is inclusive of historically marginalized groups. Phase I of EnABLE undertook World Bank supported technical assistance work in preparation for Phase II, this project. Over a period of three consecutive years commencing in mid-2023, during the implementation of the East Kalimantan ERP, this project will make catalytic investments in capacity building and training and facilitation tools that can be adopted and replicated across ERP participating villages in East Kalimantan Province. Village-level facilitation will prioritize 95 target ERP villages across 3 districts. The project will have two main components and one management component: a. COMPONENT 1: Capacity building for inclusive delivery of ERP benefits. This component will focus on strengthening the capacity of government stakeholders to engage community stakeholders in meaningful and effective ways. It will include strengthening communications platforms, and training for village and sub-district and district staff on facilitation and knowledge dissemination skills and methods suited to the challenges facing communities. This component will have a specific focus on the consultation and engagement needs of women and marginalized groups within communities, with communications tools and facilitation and planning training focusing on how to engage these populations within target communities. b. COMPONENT 2: Support for inclusive livelihoods. This component will focus on supporting communities to practically participate in the ERP and hence, access benefits from the Program. It will strengthen models for mapping and developing sustainable, low-carbon livelihoods (e.g., honey, swallows, pineapple, other non-timber forest products) with a special focus on gender inclusion and recognition of the role of local and traditional knowledge in promoting livelihoods. This component will support communities and NGO partners to develop a pipeline of ‘bankable’ proposals eligible for FCPF benefits, which other communities and NGOs can learn from and replicate. This may include nature-based solutions and biodiversity positive projects1. Under this component, the project will select up to 150 villages for the village-level facilitation activities. c. COMPONENT 3: Project management, monitoring and evaluation, & knowledge dissemination. This component will include all costs of project management and administration, monitoring and evaluation, and communications. 1 Refer to the Biodiversity Finance Reference Guide, IFC 2020 KEMITRAAN, EnABLE. 6 | Page This Stakeholder Engagement Plan (SEP)is prepared in accordance with the requirements of World Bank’s Environment and Social Framework particularly Environment and Social Standard (ESS) 10: Stakeholder Engagement. The SEP also includes provisions related to the engagement with Indigenous Peoples as contained in the spirit of ESS 7: Indigenous Peoples. The Project does not involve activities that require free, prior, and informed consultation (FPIC). In addition, as the Project itself is intended to ensure inclusion of vulnerable groups in the ERP, this SEP mirrors the Project’s participatory processes and procedures. 2. Brief Summary of Previous Stakeholder Engagement Activities Engagement with key stakeholders has been undertaken as part of project preparation and through EnABLE Phase I implementation. Such engagement has primarily focused on developing project design, including with government institutions (both at national and sub-national level), relevant NGOs/CSOs, and experts. Stakeholder identification and analysis KEMITRAAN has identified stakeholders at the provincial and city/regency government levels, local NGOs, village government and community groups including vulnerable communities. Vulnerable/marginalized communities in this Project can be described as groups who may be disproportionately impacted or further disadvantaged by the project(s) as compared with any other groups due to their vulnerable status, and that may require special engagement efforts to ensure their equal representation in the consultation and decision-making process associated with the project. Initial stakeholder identification is carried out as an effort to formulate strategies/methods of program implementation, develop communication networks, and identify program resource needs. The level of engagement will be contingent upon their respective roles and authorities in the project implementation as well as potential environmental and social risks and impacts that may be experienced by specific groups, particularly vulnerable groups. 3.1 Main stakeholder groups The roles and interest of each stakeholder are explained in the table below: Table. 2. Directorate General The DG of Social Forestry holds the right as a national institution to issue of Social Forestry social forestry permits. In the EnABLE program, these groups are allowed to be involved in the decision-making process - from planning, discussions, implementation, to taking accountability of the village development process. Based on those experiences, KEMITRAAN identifies other possible relevant parties to the EnABLE program, such as the Civil Registration Office, Communication and Information Office, mass media, and public services providers including health facilities. Stakeholder Engagement Program 4.1 Purpose and timing of stakeholder engagement program EnABLE Phase II is fundamentally a community empowerment program designed to engage and support stakeholders at risk of exclusion from participation in and benefits from the EK-ERP. As such, all stakeholder engagement activities are part of the program intervention logic and activity design. The involvement of governmental agencies, local CSOs, and local communities and Indigenous Peoples is part of the overall program implementation and will run throughout the project cycle from planning to evaluation stage. An indicative time frame for stakeholders engagement is included in the Disclosure of Information and Consultation Strategy. (Further explained in table 5). 4.2 Proposed strategy for information disclosure The proposed strategy for information disclosure will mainstream the Project principles that encourage transparency and accountability by making efforts to ensure information disclosure are inclusive and in a form accessible to the public. Information disclosure in this project will be disclosed through public digital channels, including Kemitraan official websites and social media, and various KEMITRAAN, EnABLE. 21 | Page forms of engagement, such as discussions, stakeholder meetings, workshops, training, etc. In the post COVID-19 situations, alternative information disclosure approaches will be considered following the national and sub-national policies on travel restrictions and public health concerns for direct meeting engagement. This will be achieved through awareness raising and capacity building activities at the provincial, district, local NGO/partner and village levels through components 1 and 2 of the project. Specifically, activities will be designed to address the consultation, communication and participation needs of women and adat groups. It is expected that increasing the knowledge and capacity of stakeholders and field assistants will not only prevent inappropriate activities/interventions, but also ensure meaningful facilitation for and engagement with vulnerable groups. Delivery of some activities through local NGOs representing Indigenous Peoples is expected to ensure their relevant views are reflected in the project implementation and applicable project activities. Refer to the Project Paper and Annual Workplan for a detailed outline of the various activities designed to include groups vulnerable to exclusion or harm – in particular the design of inclusive communications tools in component 1, facilitation of participatory planning for ERP activities in component 2, and social audits in component 3. 5. Resources and Responsibilities for implementing stakeholder engagement activities Figure 2. Organization Structure of EnABLE KEMITRAAN, EnABLE. 25 | Page KEMITRAAN through the Directorate of Sustainable Government Strategic Focus (SGS Focus) as the main implementing organization will be responsible for the overall Project implementation. SGS Focus will supervise the implementation of stakeholder engagement activities, especially those related to data requirements in reporting. The PMU is responsible for implementation of project activities and stakeholder engagement, while the MEl Knowledge Specialist as the Environment & Social focal point will be responsible for monitoring compliance with this Stakeholder Engagement Plan and other E&S commitments, and reporting on outcomes; also including provision of training on E&S risk management for the project field personnel - project officers at districts level and field facilitators, and all project relevant stakeholders. The focal point for stakeholder engagement is the National Project Manager. Focal points can be contacted via email info@KEMITRAAN.or.id. All stakeholder engagement activities are budgeted for within existing project activities, which comprise of meetings, events, communication campaigns, facilitated participatory planning, training, social audits, and facilitating coordination fora. 6. Grievance Redress Mechanism KEMITRAAN will identify and resolve grievances arising within the project through its established complaints handling mechanism. Detailed procedures for soliciting and responding to complaints will be provided in the Project Operations manual, and will include standard and accessible information gathering systems as well as ad hoc outreach by project staff. Complaint Handling Mechanism In an effort to provide transparency and accountability for complaints as well as public participation to monitor complaints, the program will provide several instruments to inform stakeholders of the GRM and to provide opportunities to submit complaints, such as placing information boards on the procedures for complaints and monitoring complaints as well as addresses and telephone numbers used to file complaints. Second, the program regularly conducts self-assessment through an assessment of stakeholders on the grievance mechanism. As the coverage of the program area is quite wide, covering 95 Villages across 3 districts and a range of provincial and district government agencies, inputs on complaints and settlement of KEMITRAAN, EnABLE. 27 | Page program complaints are managed in stages starting from Project officers at the district level, Provincial Coordinators at the provincial level and national program coordinators at the national level besides that the national project manager has a role and is responsible for reporting. The program will manage identified grievances in the following way: First, the program will regularly and periodically enter complaints into the progress report. Second, the program periodically conveys the progress of handling complaints until resolution to the grievance. And lastly, the program reports the grievance and its resolution process to the stakeholders. The grievance mechanism is expected to be aligned with local culture, and referring to document ESS 10, the mechanism is required to reach local communities and Indigenous Peoples. Trainings will be provided to people involved in handling complaints to ensure that the GRM is sensitive to cases or incidents involving sexual exploitation and abuse/sexual harassment. A referral pathway will be included in the Project Operations Manual. 7. Monitoring and Reporting Monitoring of all SEP activities will be included in routine project monitoring, as outlined in the Project Paper. Further details are provided in the POM. Reporting on SEP activities will be incorporated into semi- annual progress reports which will be submitted by KEMITRAAN to the World Bank.
