The primary implementing agency is the Ministry of Health and Family Welfare (MoHFW). The MoHFW has contracted four United Nations agencies to implement specific project activities, namely the International Organization for Migration (IOM), the World Health Organization (WHO), the United Nations Children's Fund (UNICEF), and the United Nations Population Fund (UNFPA).
