I. 15 2 Statement of Management Responsibilities Management is responsible for preparing the Statement of Sources and Utilisation of Funds for each financial period, which gives a true and fair view of the state of affairs of the Zambia Mining and Environmental Remediation and Improvement Project - Zambia Environmental Management Agency Implementing Unit (ZMERIP-ZEMA). In preparing the statement, the Management: - select suitable accounting policies and the applies them consistently, -- makes judgments that are reasonable and prudent; and - follow International Public Sector Accounting Standards (IPSASs) - Cash Basis of Accounting. It is also the responsibility of Management in ensuring that the Project keeps proper accounting records, which disclose with reasonable accuracy at any time the financial position and activities of the project. Managements is also responsible for taking reasonable steps for the prevention and detection of errors, fraud and other irregularities, Management is also responsible for the systems of internal controls. Auditor's Responsibilities for the Audit of the Financial Statements My objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes my opinion. Reasonable assurance is a high level of assurance but is not a guarantee that an audit conducted in accordance with ISSAls will always detect a material misstatement when it exists. Background The Zambia Mining Environmental Remediation and Improvement Project (ZMERIP) under the Zambia Environmental Management Agency (ZEMA) is financed through the International Development Association (IDA) Credit Financing. The ZMERIP Project objective is to reduce Environmental health risks and lead exposure to the local population associated with the mining sector in critically polluted areas and improve capacity of key institutions for risk management. In order to achieve the above objectives, the Project put in place four (4) Components to carry out the Project activities, of which Zambia Environmental Management Agency- Project Implementing Unit (ZEMA - PIU) was to implement activities in Component 2 of the Financing Agreement. The other Components are implemented by Kabwe Municipal Council (KMC), and the Zambia Mining Environmental Remediation Improvement Project - Project Coordinating Unit (ZMERIP - PCU). On 9th May 2017, the Government of the Republic of Zambia and the International Development Association (IDA) signed a Financing Agreement - Credit No. 5937 - ZM to make available to the Government a credit in the amount equivalent to US$65.6 million for purposes of financing the ZMERIP. Based on the Financing Agreement dated 29h May 2017, a Subsidiary Grant Agreement was signed on 3rd November 2017 between the Government Republic of Zambia (GRZ) and Zambia Environmental Management Agency (ZEMA), in which the Ministry of Finance granted an 'on grant' to ZEMA proceeds of the credit amounting to US$8 million to undertake Components 2.2 of the main Financing Agreement. Following the signing of both the Financing Agreement and the Subsidiary Grant Agreement, the project became effective on 30th November, 2017. The project underwent restructuring in April 2018 following a request from the Government of the Republic of Zambia to allow for secondment of government staff to the project against positions listed in the Project Appraisal Document (PAD). ZEMA received its first disbursement on 131h July 2018. The project was initially planned to end on 30th June, 2022 however the Government of the Republic of Zambia requested an extension to the project. The project was therefore restructured and the Financing Agreement was amended with a new closing date of 28th June, 2024. 2. Objectives and Activities According to Component (2) - Enhancing Institutional Capacity for Environmental Governance and Compliance of the main Financing Agreement a total of US$13.5 million was to be funded for the component. The component was meant to strengthen the environmental governance of the mining sector and environmental agency through a variety of interventions, including policy support and capacity building. These agencies include, Mine Safety Department (MSD), Radiation Protection Agency (RPA), and Zambia Environmental Management Agency (ZEMA). This component was meant to strengthen the environmental governance of the mining sector and environmental agency through a variety of interventions, including policy support and capacity building. These agencies include: MSD, RPA and ZEMA. 8 Further Sub - Component 2.2 (Improving Environmental Compliance, Enforcement and Public Disclosure) in which amounts totaling US$8 million was budgeted to be expended over five (5) years was meant to assist in the development of environmental regulations. The support is also meant to strengthen the quality and effectiveness of environmental monitoring and disclosure of environmental information, through development of a comprehensive environmental monitoring program. It includes strengthening ZEMA's capacity to review Environment and Social Impact Assessment (ESIAs), negotiate mitigation requirements with investors, improving enforcement of non-compliant facilities, developing standards and legislation to enhance environmental management monitor compliance, and collect fees and fines. The capacity building will include use of modern information tools and GIS-based techniques for effective inspection and compliance management. Particular attention would be paid to enhancing the scope and coverage of environmental inspection of polluting industries and polluted areas through designation, appointment and training of honorary inspectors. The Project is divided into Preparatory phase and implementation phase. During preparatory phase, running from Year 1 (2016) to Year 2 (2017), focus was on setting up administration arrangements including Project Management Consultancy and the Implementation phase is currently undertaking various activities in order to achieve the Project objective of reducing environmental health risks to the local population in critically polluted mining areas in Chingola, Kabwe, Kitwe and Mufulira Municipalities, including lead exposure in Kabwe. Significant Accounting Principles 3.1 Basis of preparation of the Statement of Sources and Utilisation of Funds The Statement of Sources and Utilisation of Funds is prepared in accordance with the International Public Sector Accounting Standards (IPSASs) - Cash Basis of Accounting under the historical cost convention. The cash basis of accounting differs from the generally accepted accounting principles in that transactions and other events are not recognized when they occur but when or its equivalent is received or paid. 3.2 Accounting period The accounting period is from I" January, 2022 to 3 1 st December 2022. 9 3.3 Sources of Funds This represent amounts received in the accounting period from International Development Association (IDA) and bank balances brought forward from the previous accounting periods. 3.4 Utilised Funds These are payments which are recognized when paid. No provisions are made for accrued expenses. 3.5 Assets Non-current assets are expensed at the time of acquisition. A fixed asset register is however maintained and presented separately as an appendices to the Financial Statements. 3.6 Translation of Foreign Currency Transactions in foreign currencies are translated at the foreign exchange ruling rate at the date of the transaction. Foreign currency transactions and transfers to the Project Operating Account for local Payments are converted at the ruling rate on the day of the transaction. The Project uses a FIFO method to convert the local payment into US$ equivalent. Cash and cash-equivalents balances at the end of the reporting period (3 1s December 2022) are translated at the closing rate. 4.
